The Supply Chain Program Manager (SCPM) is the focal point for supply chain operations. It is a leadership position that drives the Supply Chain IPT to support program needs. In addition, the SCPM works closely with divisional leadership and across functions such as: Program Management, Engineering, Finance, Quality, and in conjunction with Subcontracts, Procurement, and Material Management functions. This opportunity is in support of a dynamic and growing business and includes significant understanding of products and major suppliers who are integral to the success of programs across the division. The ideal candidate will have experience supporting complex development programs throughout the product life cycle; from establishing procurement and material strategies to employing best supplier management practices from development thought successful transition into production.
The SCPM is a critical role in the decision-making discussions and will act as the Supply Chain champion and influencer to drive and improve results. The SCPM is responsible for leading and enabling the Supply Chain organization to actively participate in reviews such as supplier risk assessments, technical reviews, program management reviews, supplier performance, production reviews, etc. The SCPM also ensures quick resolution of technical and programmatic issues related to Supply Chain Operations by leveraging and integrating the capabilities of the entire organization.
This position will be onsite and may require travel to other sites as needed.
Essential Functions:
Supports proposals and new business pursuits, providing both strategic and tactical guidance to effectively execute to business/department goals and objectives. Provides guidance to both production and development efforts and supports all aspects of supply chain strategies to prevent/mitigate risks and increase the probability of win of follow-on and new business pursuits.
Responsible for supporting the Supply Chain organization with review and approval of labor Basis of Estimates (BOEs) and documenting proposal packages.
Upon award, support the organization to ensure proposed labor funding is accurate and remains aligned with the proposed budget. Work with PMs and Finance on labor funds allocation to support a smooth transition to assigned Supply Chain Functions.
Identify, develop, and implement initiatives and strategies that drive optimization of Supply Chain effectiveness and efficiencies. Identify and coordinate alternate sources and technology insertion to significantly improve competition and leverage preferred suppliers. Responsible for supporting technical teams in identifying and recommending Supply Chain partnerships, teaming agreements, long term agreements (LTAs), Corporate Agreements, etc.
Support review of Supply Chain business requirements, alignment of Statements of Work (SOWs), technical evaluations, risk assessment, Terms and Conditions flow downs, compliance matrixes, development of Basis of Estimate (BOEs), and make/buy decisions.
Support the creation and execution of acquisition strategies aimed at reducing the associated costs with critical suppliers, as well as Supply Chain costs associated with critical path parts and single/sole sources. Contributes to make vs buy decisions and identifies opportunities for critical parts should cost analyses to be performed.
Supports tasks such as creation of new processes, instructions/training programs, implementation plans, data analysis, preparation of estimates for bids and proposals, audit support (to include both internal and external audits such as CPSR), and utilization of Lean-Six Sigma tools and methods to drive operational excellence.
Assist Programs in the identification and management of critical path parts, evaluates feasibility and contributes in the qualification of sources in all stages of the Program. Handles any required Supply Chain programmatic issue escalations that require executive-level engagement and assistance with resolution.
Supports the determination and recommendations of the selection of suppliers, dual source's development, early evaluation of capacity and technical capabilities, split orders, and more.
Responsible for determining and reporting risks, risks mitigations, and risk management strategies to the Program and Supply Chain leadership.
Engage with Procurement on PRs to ensure that overall Supply Chain objectives are considered and incorporated into the purchasing strategy. Monitor and address issues with PR processing.
Follow compliance policies and procedures, which govern the execution of work across all of Supply Chain. Should be able to actively contribute to the continuous improvement of those policies and procedures in a way that ensures quality and improves effectiveness.
Responsible for identifying process gaps and drive/implement solutions. Must be able to influence leadership to accept new practices, approaches, concepts present business cases and may be called upon to develop and/or champion new concepts, processes or strategies.
Leads Supply Chain team to identify and communicate supply chain strategies, risk and opportunities, cost management, performance metrics, labor utilization, source selection, competition, red supplier avoidance and critical path parts identification/sourcing.
Act as the pivot point, influencer, and facilitator of critical decision-making discussions, enabling transparent communication between the functions, programs, leadership, as well as the execution of strategic negotiations and Executive-level presentation of business cases.
Qualifications:
Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience in managing complex programs and/or supply chain efforts.
Experience in the Aerospace and Defense Industry with FAR/DFARS.
Procurement, Subcontract, Material Management and/or Program Management experience requirement.
Ability to travel both domestic and internationally
Strong working knowledge of Supply Chain processes and systems, as well as program management principles and procedures.
Must be a US citizen and be able to obtain and maintain a US DoD Secret Clearance to support government contracts, as well as successfully pass a drug and background check, in order to meet eligibility requirements.
Preferred Additional Skills:
Active US Government Secret Security clearance.
Record of successful performance with focus on mission success, with demonstrated strong interpersonal skills.
Proven ability to drive and inspire results/resolution of technical issues and successful outcomes through teamwork.
Knowledge of Earned Value Management Systems (EVMS) and Cost Account Management (CAM) certification.
Program Management certification.
ACSCM certifications.
