Overview
Program Analyst (DETO-2024-21618)
Bowhead seeks a Program Analyst to support to the Joint Technical Coordinating Group for Munitions Effectively (JTCG/ME) office in Aberdeen, MD. The Program Analyst will support the Program Manager with the procurement planning, coordination, and data collection on the effectiveness of weapons systems in Foreign Military Sales (FMS) programs across the Department of Defense (DoD).
Responsibilities
Coordinate with stakeholders to liaise with DoD, Joint Staff, and Combatant Command communities to scope requirements, develop way ahead, and implement munitions effectiveness tracking programs.
Review security cooperation documents, amendments, and modifications to Letters of Offer and Acceptance and Memoranda of Understanding.
Develop and deliver program updates as required and identify and communicate potential risks in program execution.
Collect, complete, organize and interpret programmatic, technical and financial data in support of FMS cases.
Coordinate classified and unclassified formal meetings and reviews, including coordination with senior executive and flag officer staff within research, acquisition, and operational units.

Qualifications
BA/BS degree in business, management, or related areas preferred.
Five (5) years general experience which includes four (4) years specialized experience in analyzing and evaluating the effectiveness of program operations in meeting established goals, requirements, and objectives; analyzing information to develop program reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology; analyzing new or proposed requirements to determine impact on program operations or engineering design, or security; developing management and/or program evaluation plans, procedures, and methodology; analyzing and evaluating proposed changes in mission or operating procedures.
Experience related Foreign Military Sales programs is highly preferred.
Ability to work independently and interface professionally with other government agencies, contractors, military personnel.
Ability to define task details, estimates, and schedules using Microsoft Office products (e.g. Excel, Project, Power Point, and Word).
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
Five (5) years combined experience in System Engineering, Business Management, Operations Strategy, process improvement, schedule management, or management analyst role.
Demonstrated in-depth understanding of DoD business/operating model and performance drivers.
Experience in development of Statements of Work (SOW), work breakdown structures (WBS), staffing plans, monthly reports, schedules, program reviews, meeting minutes, action items.
Demonstrated ability to effectively communicate output data and concepts simply and concisely for senior leaders.
Target salary is $90,000-$130,000 annually, commensurate with experience
SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain and maintain a security clearance at the Secret level. Candidates with an active DoD security clearance are preferred. US Citizenship is a requirement for Secret clearance at this location.
Physical Demands:
Must be able to lift up to 10 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
