Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.

Under the umbrella of ITS Enterprise Shared Services (ESS), Enterprise Imaging is responsible for the centralized, electronic document/records management systems at DSS. The division addresses all new imaging initiatives, workflow management systems, additions/modifications to current initiatives, and post-implementation support. Enterprise Imaging is responsible for new development initiatives as well as change requests for systems supporting the agency-wide use of scanning, uploading, committal, retrieval, viewing, sharing, printing, mailing, electronic document/content management, and digital forms. Further, the division is responsible for the customization and updates to existing production systems based on program areas’ continuous needs as well as mayoral and legal mandates.

Information Technology Services (ITS), Enterprise Shared Services, is recruiting for one (1) Computer Systems Manager NM-II, to function as the Senior Director of Enterprise Imaging, who will lead the Enterprise Imaging team and be overall responsible for the related application portfolio:

Communicate and coordinate with DSS’ various programs areas and senior management to achieve agency objectives. Develop systems and draft long-term business strategies based on business needs. Work with program areas to prioritize major initiatives and project efforts to fulfill these objectives.

Manage the division’s activities related to the design, development, and delivery of software solutions. Work with ITS directors and technical leads to implement agile work plans, evaluate the work performance of the units, establish control for the measurement of system development activities, and provide the status of assigned projects to stakeholders.

Lead the modernization of the Imaging application portfolio in close collaboration with the agency’s oversight functions and multiple vendors. Lead the evolution of the enterprise imaging strategy, develop roadmaps and budgets, and manage milestones and finances. Coordinate and upgrade existing applications in regard to new, cutting-edge information technology that will improve agency productivity by eliminating labor-intensive processes and streamlining existing information systems.

Meet regularly with program executives to review the status of projects and discuss project strategies and issues.

Manage the unit’s staff, consultants, and work to ensure individual operations are within budget.

Hours/Shift: 9am-5pm, Mon-Fri

Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Preferred Skills

Prior experience with electronic content document/records management systems, computer software, hardware, and telecommunications technologies.

Deep knowledge of the application development and deployment life cycle.

Ability to manage, direct, and coordinate an office of IT professionals engaged in the development and maintenance of complex systems prioritize projects to maximize the utilization of resources.

Extensive experience in leading and managing multiple application development teams engaged in software development.

Excellent written and verbal communication skills and the ability to work well with technologists, Program representatives, end users, and external partners.

Excellent administrative, management, strategic, and operational planning skills with detailed follow through, to monitor and report on the status of development and to resolve issues.

Strong leadership, teamwork, and decision-making skills. Self-starter, “can-do” attitude critical thinker with analytical and problem-solving skills.

Track record for thinking about more than technology issues, and for integrating technical considerations with business and information aspects for complete solutions.
