Job Description
The Director of Open Systems for Financial Management Business Unit will be responsible for assigning technical tasks and managing FMS infrastructure hardware and software projects for critical Citywide functions, specifically the City of New York Financial Management application system environment. The Director will manage teams of Operating System, Middleware and Reporting Server Administrators and interface with upper-level management at FISA.
The candidate will manage the design and configuration of HP X86 systems and IBM POWER servers and Middle applications. The individual will perform managerial tasks such as determining budget software and hardware needs, developing Tasks and Standards for Team members, completing performance reviews and approving weekly timesheets. The individual will work with team members to address and issues and provide positive motivation to ensure the team is working in a cohesive manner and understanding of the work requirements.
PREFERRED SKILLS:
Extensive years of experience in AIX specifically version 7 2 or higher.
Extensive years of experience in managing VIOS specifically version 3_1.2.10 or higher.
Extensive years of experience in Red Hat Enterprise Linux (RHEL) 7.9 or greater.
Extensive years of experience in managing Hardware Management Console (HMC) version 9 or higher.
Strong Knowledge of IBM Power 9 Hardware.
Strong Knowledge of IBM Power HA version 7.2.5 or higher.
Strong knowledge of Zabbix Software monitor system with the ability to enhance monitoring using the Zabbix toolset.
Strong knowledge with single sign on implementation utilizing IBM Identity Manager V6 and IBM Security Verify Governance VI0 software.
Strong Knowledge in Performance Analysis and Tuning, Capacity Planning of RedHat and AIX. Strong knowledge in LDAP technology utilizing IBM Directory Server v6.
Strong knowledge of Server virtualization, micro partitioning, VMware, Dynamic LPAR, NPIV, SEA, LPM and Vmotion. Strong Shell and Perl scripting skills.
Strong knowledge of the Application process, EMC Hardware and Replication process for Disaster recovery.
Knowledge of Oracle RAC Architecture, configuration and implementation.
Experience with Veritas NetBackup and the support backup and Recovery for day-to-day operations and Disaster Recovery. VMware NetBackup implementation experiences a plus.
Knowledge of Windows 2019 and 2022 Operating Systems.
Ability to plan and prioritize work and meet project deadlines. Must be self-motivated and work well with other groups.
Excellent analytical and problem solving skills.
Working with an enterprise wide, large scale matrix environment. Ability to work night and/or weekends when necessary.
Knowledge in WebSphere Application Server v9, IBM UDB vi 1, VMware ESXi v7 is preferred.
Excellent communication skills (oral and written), interpersonal, and organizational skills.
Only open to City employees who are permanent in the Computer Systems Manager title or a comparable title.
Minimum Qualifications:
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
