The Role:
The Chief Program Officer (CPO) is a vital member of One Family Illinois's Senior Leadership Team, responsible for providing strategic vision, leadership, and management oversight across multiple program sites to ensure high-quality and impactful services for children and families. The CPO will direct program strategy, manage and develop staff, and oversee operations to achieve organizational objectives, maintain regulatory compliance, and foster sustainable growth.
Essential Duties and Responsibilities:
Strategic Leadership and Direction:
Develop and implement annual strategic objectives, aligned with the One Family Illinois strategic plan, that support the effective delivery of programs and services across the organization.
Drive program performance to meet or exceed annual census and measurable service delivery goals.
Collaborate with the Senior Leadership Team to align program strategies with organizational goals and values.
Program Quality and Compliance:
Establish and oversee structures, policies, and systems to ensure high-quality standards in service delivery, especially in direct care and support for children and families.
Ensure operational compliance with DCFS, Cook County Behavioral Health, Medicaid, COA, and other regulatory requirements.
Stay informed of DCFS guidelines, Cook County regulations, and relevant industry trends to guide program adaptations and innovations.
Develop standard dashboards to record and track performance regarding critical compliance measures.
Team Leadership and Staff Development:
Provide direct supervision to Program Directors (Foster Care & Behavioral Health), Licensing personnel, and other senior program staff.
Oversee training and development initiatives for foster parents, caregivers, clinical team members, and program staff to ensure service excellence and professional growth.
Collaborate with Program Directors to build interdisciplinary teams that drive innovative, client-centered solutions.
Foster an environment of respect that values team member contributions, encourages collaboration, promotes personal growth and supports employee retention.
Resource and Fiscal Management:
Lead and oversee the development, management, and fiscal control of capital and operating budgets across program sites in partnership with the CFO.
Allocate resources effectively to meet program requirements and enhance service delivery; assure alignment of programs and resources with grant and other contractual commitments.
Community and External Engagement:
Act as a primary representative for One Family Illinois in interactions with community leaders, agencies, and stakeholders to advocate for and promote programs.
Drive collaboration with external partners to advance program innovation, expansion, and impact.
Operational Development and Facility Management:
Partner with the Director of Facilities to ensure program sites comply with all regulatory and safety standards, and provide staff and clients with optimal environments in which to carry out our mission.
Develop and execute plans for facility maintenance and site development to support program growth and sustainability.
Data and Reporting:
Ensure the timely and accurate submission of reports, aligning with regulatory and organizational standards.
Track key performance indicators and program metrics to support continuous quality improvement and assess program impact.
Create high-level dashboards to update the board, Senior Leadership and key stakeholders as appropriate on implementation of strategic goals.
Program Development and Innovation:
Monitor industry trends, particularly within DCFS and the child welfare field as a whole, to adapt programs and services to meet the evolving needs of families and communities.
Lead efforts to expand services and explore new site development opportunities.
Collaborate with the Advancement team to identify and secure funding that supports program growth and financial sustainability.
Qualifications:
Education:
Master’s degree in Social Work, Psychology, Education, or a related human services field as recognized by DCFS standards.
Experience:
Minimum five years of senior leadership experience in multidisciplinary child welfare or social services management, with oversight of multiple sites or programs.
Knowledge:
Strong knowledge of clinical and behavioral health services focused on family support. Demonstrated ability to lead diverse teams, foster effective work environments, and drive organizational collaboration.
Strong understanding of child welfare principles, practices, and regulations; familiarity with trauma-informed care, family systems, and case management strategies.
Expertise in fiscal planning and management.
Skills:
Excellent presentation, communication, and facilitation skills
Strong organizational and project management abilities
Proficiency in developing training materials using various instructional techniques and tools
Ability to engage and motivate participants, including diverse learning needs and styles
Proficiency in MS Office Suite and familiarity with data management/reporting software.
Certification:
DCFS Child Welfare Employee Licensure required; 402 Licensure preferred or ability to pass 402 licensure test within 3 months of employment
Other:
Ability to work with DCFS, courts, and other social service systems
Ability to pass DCFS required criminal background check including CANTS/SACWIS and SORS.
Ability to provide required DCFS Medical Report/TB test.
Valid Illinois driver's license with acceptable driving record; insured and reliable transportation.
Sensitivity to the cultural and socioeconomic characteristics of clients and staff.
Ability to relate to the Agency staff and to the public in a courteous and professional manner.
Ability to exercise discretion and independent judgment and to handle sensitive and confidential materials.
Reliable, punctual, and able to manage multiple tasks.
Ability to work flexible hours.
