Job Summary
This position provides quality program leadership in the National Security business line within Mission Solutions and requires specialized skills and knowledge to handle the challenges and complexities of the proposal and project quality activities. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
This position performs work requiring knowledge of services and construction activities. The position will assist management in interpreting quality requirements; provide technical guidance; and perform documentation review, operational assessment, inspection, testing and other activities as necessary to ensure full compliance with all elements of the quality program.
Principle Job Duties & Responsibilities
Functional
• Oversee technical quality (i.e., adherence to client, regulatory agency, and company requirements), perform administrative functions (i.e., budgeting, forecasting, staffing, etc.), and help to maintain harmonious client relations.
• Communicate effectively with all labor grades and contribute ideas that stimulate positive direction of the business line.
• Drive continuous performance improvement, utilization of lessons learned, and lean concepts.
• Facilitate implementation of the Mission Solutions Operating System Implementation Plan (OSIP).
• Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines.
• Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
Proposal Support
• Establish the quality execution plan and integrate into the overall project execution plan.
• Prepare a quality technical write-up and/or develop the Quality Control Plan (QCP), as required.
• Identify staffing requirements including non-quality staff roles/responsibilities.
• Determine subcontractor quality requirements.
• Determine procurement supplier documentation requirements.
• Provide guidance if RFP contains unique quality requirements such as ISO 9001:2015 certification or compliance.
• Identify risks related to quality.
Project Execution
• Interact with site, functional, senior management, client, and home office team members to proactively identify and resolve concerns; develop and communicate opportunities for improvement; and resolve technical, procedural, and contractual issues to ensure compliance to contract requirements.
• Provide training to site personnel regarding the implementation of the quality program.
• Support transition/start-up, including on-site support as needed.
• Prepare closeout and lessons learned documentation.
• Develop and implement audit program.
• Verify implementation of checking and approval requirements.
• Review nonconformance reports and develop Risk Matrices and Surveillance Schedules.
• Prepare and oversee responses to corrective action requests and nonconformances.
• Provide guidance to Quality Personnel who perform audits, inspections, surveillances and/or testing activities in accordance with the project quality program.
• Perform independent quality audits, surveillances, and management/self-assessments.
• Communicate findings and recommendations to management.
• Oversee development of the quality databases (Quickbase/SharePoint).
• Analyze and interpret various industry standards and codes.
• Oversee the processing and records management of Quality documentation.
• Manage/oversee Project Quality Managers.
• Develop/update project-specific Quality Control Plans (QCP) and Site Quality Manuals.
• Prepare and issue the Quality sections for the Project Execution Plan (PEP) and Project Procedures Manual (PPM) on each project as required.
• Develop standard surveillance and inspection checklists based upon Fluor/contract requirements.
• Develop Inspection and Test Plans (ITP).
• Develop Attachment E (Subcontractor Quality Requirements) and perform prequalification of subcontractors.
• Review and approve subcontractor QCPs.
• Champion lean implementation.
General
• Position may require travel to a wide variety of environments, from conventional indoor office workspace to project worksites with harsh, working and living conditions.
• U.S. citizenship and ability to obtain a U.S. security clearance required.
