ResponsibilitiesFor over 25 years, Noblis has provided specialized engineering, acquisition, and program management services to the Federal Aviation Administration (FAA), playing a key role in the acquisition and implementation of mission-critical systems and capabilities across the Air Traffic Organization (ATO) and the Office of NextGen (ANG). Noblis is seeking Strategic Planners to support the Federal Aviation Administration (FAA) Air Traffic Systems
and Surveillance Services directorates within the
Program Management Organization (PMO). Employees will provide a wide range of advisory and analytical support services for development of strategies, planning and implementation activities associated with the execution of fundamental changes in how the Air Traffic Organization (ATO) conducts business.
Responsibilities
Work as part of the program management team to analyze and report on collected data.
Focus on building, maintaining, and analyzing schedules and budgets.
Support the planning, development, and implementation of strategic plans and schedules.
Conduct communication planning and coordinate senior-level management input and approval for planning agendas, logistics, and communication of planning sessions.
Capture and manage action item status, generating program/project status, cost and schedule indicators, project schedule trends, critical path analysis, and schedule optimizations.
Develop and analyze weekly/monthly reports on business-related metrics.
Conduct program and organizational analysis and process mapping to identify barriers to achieving ATO goals and objectives.
Provide advisory and analytical support for ATO-wide communication and outreach strategies for multiple initiatives and programs.
Identify potential project trends and risks and communicate them to management.
Support the creation of cost estimates for procurement actions.
Required Qualifications
Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
Proven experience in strategic planning, schedule and budget analysis, and program management.
Strong background in data analysis, reporting, and communication planning.
Demonstrated analytical and problem-solving abilities.
Experience in providing strategic planning support for Enterprise Programs and Initiatives.
Ability to adapt quickly to dynamic and often competing priorities.
Experience in project/program management to ensure deadlines and milestones are met.
Proficiency in Microsoft Suites (PowerPoint, Project, Word).
Educational and Experience RequirementsWork experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.Senior-level
Minimum of 15 years’ experience with bachelor's of arts/science degree or 15 years of related experience in business/ financial operations, scheduling or implementation of strategic business initiatives that define/increase organizational effectiveness and efficiencies.
Master's degree may be substituted for bachelor's degree and 3 years’ experience.
Compensation Ranges - D.C. and NJ: $99,100 - $206,250
Mid-level
Minimum of 10 years’ experience with bachelor's of arts/science degree or 15 years of related experience in business/ financial operations, scheduling or implementation of strategic business initiatives that define/increase organizational effectiveness and efficiencies.
Master's degree may be substituted for bachelor's degree and 3 years’ experience.
Compensation Ranges - D.C. and NJ: $90,300 - $154,825
Junior-level
Minimum of 5 years’ experience with bachelor's of arts/science degree or 15 years of related experience in business/ financial operations, scheduling or implementation of strategic business initiatives that define/increase organizational effectiveness and efficiencies.
Master's degree may be substituted for bachelor's degree and 3 years’ experience.
Compensation Ranges - D.C. and NJ: $67,800 - $141,075
Desired Qualifications
FAA experience providing intra/ inter-agency and private industry research and benchmarking in support of ATO strategic plans.
Familiarity with FAA regulations and standards.
Experience in generating program/project status reports and conducting critical path analysis.
Ability to create and maintain detailed technical documentation.
Locations may vary depending on location of the project. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
