Peraton is seeking a Small Business Liaison Senior Manager for the following:Major tasks and responsibilities include :Ensuring Small Business Program compliance with federal regulatory and statutory requirements by monitoring regulatory changes and changes outlined by the SBA
Maintain Defense Contract Management Agency (DCMA), Small Business Subcontracting, and Small Business Administration (SBA) compliant procedures and processesGenerate and submit semi-annual Individual Subcontracting Reports (ISRs), Summary Subcontracting Reports (SSRs)Coordinate, administer, and maintain all Mentor Protege AgreementsProfessionally represent the company at events in support of the small business communityConduct and document outreach to small businesses as required in Federal Acquisition Regulations (FAR) Part 19, Small Business Subcontracting, and Supplements.Conducting due diligence on prospective small business suppliers to evaluate past performance, financial solvency, and other risk indicatorsMaintain an active list of vetted suppliers with capabilities, and match new suppliers to programs as capabilities alignCollaborating with capture teams in defining small business sourcing requirements and establishing small business goalsContributing to proposal content relative to procurement support and small business objectivesGenerate small business plans in accordance with solicitation requirementsReview and approve lower-tier supplier subcontracting plansMentoring and training personnel and peers on fundamentals of small business goal planningMitigating risk and exposures through audit and control processes, thoughtful analyses, and consideration of impacts and planningCollaborating, communicating, and partnering with peers and internal stakeholders to ensure small business programs, strategies, policies, and procedures are appropriate and aligned with prioritiesDriving efficiencies and improvements relative to requirements, processes, systems (recommendations), and execution in areas of responsibilityProvide monthly metrics for program reviewAdministering Get Well plans for programs under performing to small business goalsDeveloping KPIs against which team performance will be measuredSupport procurement, quality, and external audits related to small business reportingActively participating in procurement-wide improvementsQualifications
12+ years of procurement or contracting experience with a Bachelor's degree in Business, Finance, Supply Chain, or similar fieldAdditional work experience in lieu of a degree may be consideredMinimum of 5 years of experience in leading small business subcontracting for a government contractorExperience in Small Business Subcontracting reviews with DCMA and SBA resulting in favorable resultsExtensive working knowledge of FAR, FAR Supplements, and other agency regulations (FAA, NRO, etc.) as it relates to small business subcontractingWorking knowledge of eSRSAn advanced level of collaboration, influencing, and consulting skills at all levels of an organization along with the ability to effect strategic direction at the executive level.Ability to handle multiple projects at the same time and complete advanced projects on time with minimal supervision.Ability to clearly articulate point of view verbally and in writing, quickly grasp business objectives and strategies and how service offerings support the attainment of those objectives.Ability to travel to conferences and Peraton site locations, as neededProficiency in Microsoft Office SuiteAbility to obtain a security clearance
