Description
Job Purpose
Provide administrative support for the Supply Chain Services area for the competitive bid and quote processes. Monitor the contracting function activities of capital contract-related projects. Compose, administer, and track bid documentation while working closely with SCS staff and project leaders.
Specific ResponsibilitiesPerform administrative functions for department, including:
Set meetings (in-person and virtual) as directed.Create and send out correspondence as directed, maintaining correspondence files as needed.Assist department in collecting, organizing, verifying accuracy, and updating documents as requestedKeep accurate minutes from meetings as requestedMaintain electronic and paper filing systems as directed, ensuring documents are saved or scanned in the Utility's document management system.Open and distribute mail for the department.Provide back-up payroll entry as needed.Maintain supplies for the department and enter purchase and material requests for items in the computerized maintenance management system as needed.
Perform administrative functions for request for proposals, competitive bids and quote processes, working independently to ensure documentation adheres to utility policies and Code of Iowa requirements, including:
Develop and maintain document formats used in the contracting process and ensure that affected staff is aware of modifications.Develop and maintain bidder's list.Prepare, distribute, and send bid documents and specifications according to instructions from SCS staff, engineers, or project leaders. Ensure documents are retained in the Utility's document management system.Arrange pre-bid meetings and bid openings, prepare meeting documentation, accurately record meeting minutes, and distribute to internal staff.Assist with creation and distribution of contracts, amendments, bid tabs, purchase orders, and associated correspondence for competitive bid and quote contracts.Track and report status of contract documents to SCS stafEffectively communicate with external customers such as contractors, vendors, and suppliers as needed, under the direction of SCS staff and project leaders.Ensure receipt of and review the following for compliance: contract documents, change orders, insurance certificates, applications for payment, and other documents as required.
Other Responsibilities
Enter all new SKUs into a computerized maintenance management system upon receipt of approval, as requested.Serve as backup for Supply Chain Services Administrative Assistant as needed.Assist Buyer/Analyst I with catering needs as needed.Other duties as assigned.Position Requirements
Qualifications
Knowledge
Associate's degree required or equivalent combination of education and experience required.Minimum 5 years of experience in contract purchasing support, with a thorough understanding of commercial terms and contractual documentation preferred.Knowledge of Code of Iowa competitive bid requirements preferred.Familiarity with document management systems and computerized maintenance management system.Must have base knowledge, or ability to acquire and maintain base knowledge of MPW policies and procedures.Skills
Excellent verbal and written communication skills.Excellent interpersonal and listening skills, with ability to build productive professional relationships and promote a team atmosphere.Proficiency with use of Microsoft Office Word and Excel at an intermediate level.Must be skilled in proofreading, analysis, and extremely detail oriented.Good judgment and reasoning skills.Problem identification, analysis, and solving.Strong organizational skills.Strong customer service skills.Abilities
Ability to work as part of a team, either as team leader or a member of a team.Ability to drive results and ensure work is accomplished properly, safely, and in a timely manner.Must be able to efficiently operate office equipment such as copier, fax machine, etc.Ability to use discretion in maintaining confidentiality and handling sensitive information.Ability to work independently, effectively prioritize work, manage multiple tasks, meet deadlines, and adjust work priorities as needed to meet department/organizational objectives.Other Position Requirements
Must possess a valid driver's license.Must be able to attend work on a regular basis and be able to work overtime as requested.Work Environment
Work environment is primarily in an office environment. Occasional visits to an industrial coal-fired power plant or outside job sites may be required.Must comply with all safety and site rules at all locations.
