General Statement of Job
The purpose of this class within the organization is to assist in the planning, managing, and directing fiscal programs and activities of the Department.
This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Work Schedule:Monday through Friday 8:00 AM - 4:30 PMOccasional evening meetings
All new employees must satisfactorily complete a background check. A conditional offer of employment may then be made contingent upon the successful completion of a drug test.
This is an Exempt Position.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
Essential Functions:
Manages the functions within the Finance Department division. Directly and indirectly manages and advises all other department employees in the Finance Department. Directly supervises and manages direct reports which include payroll, accounts payable, staff accountant, and water and sewer billing and customer service technicians.
Recommends hiring or hires, trains, motivates, coaches and evaluates employees; instructs, assigns and reviews work of employees; recommends promotions, recommends and implements discipline, termination and salary increases.
Creates and directs the preparation of the Annual Comprehensive Financial Report (ACFR); directs the annual Town audit; prepares or supervises preparation of all work papers, statistics, and written analyses used in the report; serves as the contact for auditors; gathers data from State and County agencies; assists with the preparation of the Management Discussion & Analysis (MD&A); ensures the completed report meets the Government Finance Officers Association (GFOA) criteria for excellence.
Plans, coordinates and oversees all accounting functions of the Town; maintains capacity to step in and perform all essential functions; develops, reviews and implements internal controls.
Researches pronouncements from Governmental Accounting Standards Board (GASB), Town and State Codes and other laws or regulations relating to Town operations; makes recommendations to comply with law or code changes.
Develops and recommends financial policy and procedure changes to improve controls and/or efficiency.
Additional Duties
:
Develops financial analyses, both self-directed and in response to inquiries from the Finance Director, department heads, the Town Manager and/or Council, in conjunction with the Finance Director.
Develops expertise in all Town financial software packages; makes recommendations for improving efficiency in processing without sacrificing accuracy.
Communicates complex financial reports and concepts in a clear and concise manner to other departments, Town Manager, Council and the public, as necessary.
Develops Finance Department administrative budgets; advises in the development of Water and Sewer cost budgets; advises and reviews other budget items, including the operating and capital budget cycles.
Supervises and reviews complex bank account reconciliations and general ledger account reconciliations. Assures all accounts are reconciled and properly stated in the financial statements. Reviews long-term debt reconciliations, water and sewer reconciliations, and performs financial analysis over the vehicle replacement program.
Manages monthly water and sewer billing and collections process, supervises two water and sewer customer service and billing specialists, develops rate structure and adjustment policies, assists customers in a friendly and professional manner.
Manages the accounts payable function in the town, supervises accounts payable specialist to ensure bills are paid timely, coded correctly, adequate supporting documentation maintained, compliance with purchasing procedures and recommend control improvements.
Manages the payroll function in the town, supervises the payroll specialist to ensure employees are paid accurately on a bi-weekly and monthly basis, payroll and tax reports and filed correctly, benefits and deductions are reconciled, and the review of all payroll related journal entries.
Works with procurement officer on monitoring and review of town-wide purchasing card program, reviews transactions, recommends internal control improvements, and disciplinary action for non-compliance.
Serves as backup for the Finance Director for all department functions.
Maintains positive relations with council members, co-workers, and the public.
Performs related work as necessary.
