Office of Conservation - Pipeline DivisionThe Pipeline Division regulates the use, end-use, conservation, and transportation facilities for movement of intrastate natural gas; regulates carbon dioxide pipelines and compressed natural gas fueling facilities; and they serve as clearing house to provide information to users of natural gas regarding the availability of supplies of natural gas. The Division is also responsible for a comprehensive pipeline safety inspection and enforcement program for both intrastate natural gas and hazardous liquids pipelines, and damage prevention enforcement on pipeline right of ways.

LOCATION AND POSITION INFORMATION:Incumbents in the Northeast, Northwest, Southeast, Southwest and South/Central Louisiana Area are supervised by the Engineer Managers in the Baton Rouge Office. Incumbents of this position performs highly advanced technical inspections of jurisdictional intrastate pipelines facilities and supervises the Conservation Enforcement Specialists in their respective Louisiana area. There are three categories of intrastate pipelines facilities which are regulated and inspected by all: 1) gas distribution pipelines, 2) gas transmission and, 3) hazardous liquid transmission pipelines. These incumbents may inspect from 1 to 3 of the categories of intrastate pipelines facilities in their area. This position requires extensive travel. Additional duties include but are not limited to:On-site inspections of complex jurisdictional gas and hazardous liquid pipeline systems and related facilities intrastate pipelines facilities such as: 1) review/evaluate procedures for operations & maintenance manuals, emergency plans, and other operational procedures; 2) review/evaluate record keeping procedures and actual records of below/above ground facilities for compliance with federal and state regulations.In addition to records review, actual physical facilities inspections are conducted.Perform exit interviews to discuss the findings of on-site inspections with representatives of the respective facility and provide guidance to facility personnel in the course of discussions during the inspection and at the exit interview.Collects and review preliminary data required in on-site inspections.Conduct unannounced sight visits of operator facilities in their assigned area of responsibility to evaluate the condition of pipeline facilities in general.Provides direct supervision to all Conservation Enforcement Specialists in their respective Louisiana area. This includes approving leave, supervising inspections, preparing weekly itineraries, etc.Review with pipeline operators specific regulation inquiries from pipeline operators. Attend staff meetings to discuss department policy and regulatory updates.Maintain inspector qualifications.**Note regarding the advertised pay range:

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree with 18 semester hours in any one or a combination of the following fields: agriculture, agronomy, a biological science, chemistry, ecology, engineering, environmental science, forestry, geography, geology, horticulture, mathematics, nuclear science, physics, soil science, statistics or toxicology plus four years of professional level experience in petroleum exploration, petroleum production, natural resources regulation or natural resources enforcement.

SUBSTITUTIONS:

Experience in petroleum exploration, petroleum production, petroleum gas and/or anhydrous ammonia handling or distribution, natural resources regulation, natural resources enforcement, law enforcement, or investigatory work will substitute for the required baccalaureate degree and specialized hours on the basis of 30 semester hours of general coursework with approximately 4.5-5 semester hours of specialized coursework for one year of experience when using a combination of college hours and experience to meet the educational requirement. Four years of this experience will substitute for the baccalaureate degree and 18 specialized hours when not using a combination.

NOTE:

Subprofessional petroleum exploration or petroleum production work includes such jobs as driller, driller's helper, gauger, helper on an oil well cementing crew, pumper, or roustabout. Petroleum gas and anhydrous ammonia work includes jobs such as a bottle filler, tank installer, dealer, bobtail driver, technician, or piping installer.

NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To regulate exploration and production operations, injection wells, surface mining operations, hazardous liquid and natural gas pipelines, and related facilities, pipeline operations and site clearance of abandoned oil and gas facilities through management of enforcement, emergency response, data collection, and evaluation, and investigation task to insure compliance with State and Federal regulations.

SUPERVISION RECEIVED:

Broad direction from a Petroleum Scientist Manager 1 or 2. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct supervision of Conservation Enforcement Specialists and other professional and support staff.

LOCATION OF WORK:

Department of Natural Resources, Office of Conservation, all Divisions and programs, statewide.

JOB DISTINCTIONS:

Differs from Conservation Enforcement Specialist 3 by responsibility for management of the entire exploration and production operations, injection well, surface mining, pipeline operations and enforcement programs and site clearance program.

Examples of Work

Manages and plans the statewide activities of the exploration and production operations, injection well, surface mining, pipeline operations and enforcement programs, and site clearance program.

Assists in the preparation of section budget requests and in defending proposals before the State Budget Office and the legislative fiscal office. Represents the section, along with higher-level personnel, before legislative committees for budget requests, regulation development, and legislative inquiries.

Represents the Office and Department at meetings with other state and federal agencies, citizens groups, news media, educational forums, and the regulated community regarding complex issues.

Maintains continuous liaison and coordinates activities of the exploration and production operations, injection well, surface mining, pipeline operations and enforcement programs, and site clearance program with local, state, and federal agencies.

Initiates, negotiates and manages settlement of civil penalties for violations and problems. These negotiations are carried out with corporate officers, the Attorney Generals Office, local parish District Attorneys, U.S. Department of Transportation, U.S. EPA, Department of the Interior legal staff and office of conservation legal staff.

Coordinates section response to proposed Federal regulation and policy changes.

Manages the preparation of approval, denial, or enforcement documentation (notice of violation, penalty orders, compliance orders, pipeline orders, site clearance approvals). Recommends enforcement action for non-compliance with regulations.

Provides technical testimony and serves as an expert witness at hearings and enforcement proceedings.

Coordinates and attends meetings with industry representatives, (exploration and production, injection well, surface mining or pipeline managers, corporate attorneys, project engineers, senior scientists, shrimping industry, salvage and diving contractors) and with the public to discuss construction permits, inspections, variances, exemptions and other issues for exploration and production operations, injection wells, surface mining, pipelines and facilities, site clearance of abandoned oil and gas facilities, and commercial exploration and production disposal facilities within the state.

Makes technical decisions related to the issuance of orders and approval letters, granting of permits, variances and exemptions.

Develops policy recommendations for transmittal to higher-level personnel regarding issuance of permits, orders or approval letters.

Manages the technical operations of delegated federal programs.

Determines the budget and manpower needs of the exploration and production operations, injection well, surface mining, pipeline operations and enforcement programs, or site clearance program and makes necessary resource allocations.

Directs activities related to the researching, drafting, and promulgation of rules, regulations, and guidelines.

Supervises the implementation of quality control/quality assurance procedures necessary to ensure the accuracy and completeness of documentation.

Assists higher-level personnel with preparation of the annual state budget or Federal Grant(s). Also, assists during the periodic Federal or state audits of the exploration and production operations, injection well, surface mining or pipeline enforcement programs.

Provides information to legislators, pipeline industry, oil and gas industry and the general public concerning matters of exploration and production operations, injection wells, surface mining, pipelines and facilities, site clearance of abandoned oil and gas facilities and commercial exploration and production disposal facilities within the state.

Monitor and assist applicants and companies with permitting with other state and federal agencies (environmental, wildlife and fisheries, coastal zone) and communicating with the appropriate regulatory agencies and monitor and review Coastal Zone Use Permits.
