DSA is seeking a highly qualified professional with an active Top-Secret clearance to join our team in Winchester, VA. This is a unique opportunity to provide strategic IT support to the FBI to improve operation and efficiency of the enterprise. This position is based at the FBI's Information Management Division (IMD) in Winchester, Virginia.
The IMD not only oversees the records of the Bureau but also provides key services to law enforcement and to the American people. IMD has affirmed a strategic initiative to foster technology innovation in support of the IMD mission. The implementation of this initiative is the responsibility of the Technology Innovation Section (TIS).
Key Responsibilities Identify and define core business processes that drive value and require optimization. Collaborate with stakeholders across processes, facilities, locations, units, and levels to gain an understanding of business objectives. Contribute to analyses to create a story with themes that clearly show issues and required actions to improve performance. Recognize data variances and trends, research causal factors, and recommend possible solutions. Support initiatives that track process adherence and performance to improvement plans. Research best business practices within and outside the organization to establish benchmark data. Analyze and measure the effectiveness of existing business processes. Determine how new information technologies can support reengineering business processes. Prepare and analyze management and site-specific reports. Work closely with Business Intelligence/IT to automate standard reporting. Complete change management assessments and strategies. Create actionable deliverables, such as communication plans, roadmaps, coaching plans, training plans, or resistance management plans. Apply strong analytical and technical skills to document findings in accordance with approved quality procedures and standards. Participate in the development and delivery of reports, dashboards, and other communications to meet the needs of program stakeholders. Define and measure success metrics and monitor change progress. Analyze and document functional requirements, business process drawings/flow charts, and functional specifications. Participate in the validation and traceability of functional requirements to functional specifications and system technical specifications. Support and document revised business processes. Required Qualifications
Five (5) plus years' experience with a proven record of success in business process analysis and process improvement initiatives. Demonstrated facilitation skills and process-driven analytical skills. Ability to participate on multiple efforts simultaneously. Excellent verbal and written communication skills. Software Skills: MS Visio, MS Excel, MS Power Point, MS Word. Working knowledge in process development, business process reengineering, and performance improvement methodologies. Proficient experience in process mapping, data analysis, and project management. Ability to analyze business and technical processes to formulate and develop new and modified business information processing systems. Ability to organize data from multiple sources and turn large data sets into meaningful, actionable information. Ability to use data visualization to tell a clear and compelling insight. Ability to analyze and interpret complex documents and implementation plans. Proficient skills in Microsoft Office with advanced skills in Excel and PowerPoint. Adept at working with customers to extract business requirements and prepare documentation. Business acumen and detail-oriented. Critical thinking skills and a quick learner. Demonstrated experience and expertise in business models and technology integration. Desired Qualifications
BA/BS degree in business or a technical field.
