Project Overview:

The Mobile Launcher 2 (ML2) Project is to provide the design, procurement, construction, and start-up of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions. ML2 includes many different subsystems that must operate and fit within the constraints of the structure and provide physical interface with KSC launch sites’ ground systems.

Job Summary:

Prepares and reviews or supervises the preparation and presentation of cost engineering activities when delegated. Responsible for cost engineering and cost analysis/control activities with significant requirements which require a high degree of technical skilled experience. Demonstrates skill in identifying, analyzing, and providing innovative solutions to cost engineering guidance to projects. Ensures work is completed as scheduled. Identifies of cost trends for management attention. May review invoices for correct collection of revenue. #LI-LO1

Major Responsibilities:

The following duties are General/Common across disciplines within the Project Controls function:

Provides comments and recommendations for planning and scheduling/cost engineering requirements relative to staffing and project control.

Prepares detailed staffing plans for planning and scheduling/cost engineering activities.

Reviews or assists in reviewing change proposal provisions related to schedule/cost engineering and material control and develops supporting data for contract negotiations.

Interfaces with designated Bechtel management and client counterparts for specific planning and schedule tasks/cost presentations.

Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.

Coordinates information input into specific studies. Responsible for the integration of activities and total work scope identification. Evaluates study results and recommendations.

Prepares and analyzes comparisons of scope, quantities, and cost data.

Performs productivity analysis of construction operations and verifies results by staffing and crew analysis of work operations by craft.

Develops bid evaluation cost and schedule criteria and prepares bid evaluations. May participate in discussions with vendors.

Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements.

The following duties are performed with respect to Cost Engineering and Estimating:

Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of cost estimates and forecasts.

Assists in developing unit job hour and pricing data, including estimating parameters, factors, indices, productivity, and craft distribution reference data, etc., based on analysis of Bechtel and industry experience.

Performs data analysis, identifies problems, and makes recommendations.

Obtains vendor information to update the cost data file and maintains cost data files.

Establishes productivity basis to be utilized in estimates, as developed in concurrence with Construction. Reviews labor estimates for reasonableness.

Prepares or reviews distributable and/or contractors’ indirect cost estimates, developing the basis for temporary facilities, miscellaneous construction services, construction tools and equipment, nonmanual resources, commissioning services, payroll taxes and insurance, and operation, and other field office costs.

Researches and develops or reviews tax estimates, and addresses federal, state, and local tax issues.

Prepares or reviews contingency evaluation for estimates, escalation estimates, reconciliations for estimates, and management presentations.

Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures.

Reviews and critiques design and specifications for cost-effectiveness and suggests alternatives when appropriate.

Prepares or leads the preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons. Innovates new techniques as required to meet specific needs.

Prepares cost trend estimates in support of the project cost trend program.

Engages in cost recording, monitoring, and reporting practices for compliance with applicable standards.

Is responsible for the development and accuracy of cost engineering reports.

Verifies consistency with previous reports to ensure compatibility. Responsible for issuing reports required by Bechtel management and project procedures.

Education and Experience Requirements:

Bachelor’s (BS/BA) degree from an accredited university and at least 8 years of experience, or in lieu of a degree, a high school diploma or equivalent and at least 12 years of relevant work experience.

Must be a US Citizen or Permanent Resident of the US per contract requirements.

Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

All employees are subject and agree to random drug and alcohol testing as a condition of employment and successfully go through a government screening process. Unescorted access approval is required.

Candidate must successfully clear government background check.

Required Knowledge and Skills:

Skilled in oral and written communication.

Proficient with Bechtel software applications such as Excel, Word, and PowerPoint.

Flexibility to respond to urgent project requests and/or changing priorities.

Ability to work under pressure and with minimal supervision.

Demonstrated ability to work with people of varied backgrounds and objectives.

Demonstrated Project Financial Status Report (PFSR) preparation and Bechtel financial reporting experience.

Demonstrates an intermediate level understanding of Project Controls' general technical skills.

Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

Proficiency in cost processor and/or scheduling software applications (EcoSys, CFAR, Oracle, etc.).

Proficiency with data management software applications (Power BI, Power Pivot, Power Query, SQL Server).

Prior trend and scope change coordination experience for complex projects.
