Job Title: Specialist, Subcontracts Job Code: 15796 Job Location: Greenville, TX Schedule: 9/80R Job Description Responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority. Essential Functions Experienced professional with proficient knowledge of job area and practical knowledge of project management. May manage projects or processes with general supervision. Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures. Recommends enhancements to systems and processes. Works to achieve operational targets for specific programs and projects with moderate impact on departmental results. Works under general supervision. May be responsible for entire projects or processes within job area. May be responsible for providing guidance, coaching and training to other employees within job area. May manage projects at this level with responsibility for the delegation of work and the review of others' work product. Communicates with contacts within and outside of own department and may occasionally have responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.). Explains and interprets processes and procedures to others within and outside the job area. May work to justify and gain cooperation regarding processes, practices and procedures. Work consists of making moderate enhancements or improvements to systems and processes to solve problems or improve effectiveness of job area. Opportunities for problem solving and innovation are general, and may require understanding of broader set of issues but typically are not complex. Problems may require understanding of other job areas. Problems are typically solved drawing from prior experiences, with analysis of the issues. Works to achieve operational targets with moderate impact on departmental results. Contributes to the completion of specific programs and projects. Exerts some influence on the overall objectives of the project. Position requires the ability to obtain and maintain a DoD Security Clearance, which requires U.S. Citizenship. An active DoD (in-scope) Secret Clearance is desired. Qualifications: Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience. Experience in Procurement/Subcontracts 2 years experience in troubleshooting within SAP 2 years experience negotiating in both cost and terms and conditions is critical. 6 months experience FAR and DFAR's Preferred Qualifications: Previous Defense Contractor Supply Chain Experience LI-MH1
