The Information Technology Division of CYFD supports the children, youth, and families through developing, implementing, and supporting technologies that allows front line workers, teams, and stakeholders to engage families directly in efficient and meaningful ways. Why does the job exist? The purpose of this Project Manager I position will be to lead basic project segments and attainment of deliverables-both from the vendor and CYFD personnel. This position is needed to assure that the State resources fully understand what our vendor project managers are doing and will be key in transitioning the new CCWIS solution from a project of maintenance and operations. This position and three others, as part of the IT division, perform duties as assigned by the CCWIS Project Director or their delegate, to fulfill the state side staffing needs on the CCWIS Modernization Certified Project. Long term, this position will be a part of the overall transition of CYFD IT from an internally housed data system to a cloud-based case management information technology solution. How does it get done? The Project Manager I (PMI) will function as the Comprehensive Child Welfare Information System (CCWIS) PMI for the CYFD Project team lead basic project segments and deliverables. Upon completion of the CCWIS Project, the PMI will shift focus as part of the overall support team of M&O staff for the CCWIS solution. The following duties will be performed in both stages: Work with CYFD staff and divisional stakeholders and lead project initiation activities while assuring regulatory compliance as required, define scope and performance metrics, develop business case and submit project charter. (15%) Perform project planning activities including alternative analysis, feasibility study, scope and performance measures refinement, finalize project plan, resource plan, communications plan, risk management plan and project success criteria. Develop baseline project budget, project timeline and schedule. (15%) Track and record project task planning and completion as directed by the overall project leadership. (10%) Manage project execution and performance to plans developed in 2 above. This includes status reporting for time, budget and percent complete. (20%) Lead and facilitate problem solving; defining the problem, performing root cause analysis, exploring options and solutions, understanding constraints, and recommending best solution based on data-driven analysis. (15%) Lead project close-out activities including transition, lessons learned, post-implementation review, and artifact archival. (5%) Write and present project status, progress and budget to departmental leadership and the governance organization. (10%) Facilitate inter-divisional communication to champion change management for adoption and sustained business value and success as a result of project. (10%) Who are the customers? This positions supports the ITD division and other divisions within the Children Youth & Families Department. Ideal Candidate Project Management Professional (PMP) certified with 5 years experience managing IT projects Demonstrable experience working multiple projects and initiatives simultaneously in a fast paced and changing environment Technology and programmatic domain knowledge to provide insightful planning, management and oversight of project progress and results Experience with project management in a Government setting. Excellent written and verbal communication skills. Comfortable with multiple communication media including email, text, chat and phone usage. Minimum Qualification Associate's degree in Computer Science or similar technical major and four (4) years of experience in software development or systems analysis. Substitutions Apply. Working Conditions Work is performed mainly in an office setting with extended periods of sitting operating a standard personal computer, repeating the same hand finger motions many times such as typing. Interacting with co-workers and meeting deadlines. Be able to follow written and oral instructions. Occasional work beyond normal working hours may be required.
