Job Description:
L3Harris is seeking a Subject matter expert in Government and International contracting with strong business acumen and extensive experience with FAR, DFARS and ITAR. The successful candidate will provide outstanding leadership to our Defense Electronics contracts organization of approximately 20+ contract professionals spanning across 3 divisions and 3 domestic locations. This dynamic portfolio has approximately $1B in revenue and serves a wide range of customers with complex contractual arrangements that require expertise and creativity in all facets of contracting.
Essential Functions:
Responsible for RFP review and risk assessment, proposal preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts/programs
Leads of team
Highly visisble role – key part of the DE sector leadership team
Serves as the primary communication conduit between L3Harris and their respective customers
Provides a proactive voice in the business process
Provides proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
Analyzes material estimates, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness
Prepares bids and proposals
Prepares and conducts negotiations
Processes specifications, progress report, and other reports
Ability to think critically, problem solve and work independently
Demonstrated ability to build relationships and work in a team environment
Ability to multi-task and determine priorities while working on multiple assignments
Dedication to meet customer deadlines
Ability to negotiate contract terms and conditions with commercial and US Government customers
Conducts change management process with internal team and communicate equitable adjustment rights to customers
Utilizes contract sales order system to record contract awards and modifications
Advises management of contractual rights and obligations
Compiles and analyzes data as required Maintains historical information for assigned contracts
Ability to clearly present information to broad audience, inclusive of management
Qualifications:
Bachelor’s Degree and minimum 15 years of prior relevant experience. Graduate Degree and a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
10+ years of experience with leadership in contracts management, including overseeing large, complex proposals and negotiations.
Demonstrated experience in leading complex contracts organizations
Knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation, and the FAR, DFAR, ITAR, CAS and other government procurement regulations.
This position will require the individual to be a U.S. citizen and have the ability to obtain a security clearance.
Experience with using Microsoft Office (Word, Excel, PowerPoint, etc)

Active Secret Security Clearance
In compliance with pay transparency requirements, the salary range for this role is $133,000 - $240,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
