POSITION DUTIES AND QUALIFICATIONS
SUMMARY OF DUTIES:
Supervises personnel in the daily operations of assisted housing programs. Oversees tenant eligibility process, administers contracts, and manages computer systems.
DUTIES AND RESPONSIBILITIES:*
Position Specific Summary
The Housing Assistance Supervisor position at the City of Tucson's Department of Housing and Community Development supervises housing staff engaged in providing housing assistance, eligibility reviews, lease renewals, reexaminations, and terminations.
Work is performed under the supervision of the Community Services Manager. This position exercises supervision over housing personnel.
Duties and Responsibilities
* Plans, organizes, prioritizes, assigns, reviews, and evaluates the work of professional, clerical, and technical staff engaged in housing or related services. Reviews and approves employee work schedules and timecards. Provides guidance to staff regarding changes in laws, regulations, policies, procedures, and technology. Maintains team morale and produces a positive team and work culture by ensuring appropriate work procedures, standards, practices, and behavior, including workplace safety. Performs program integrity functions with supervised staff and ensures completion of case loads. Provides input in the development and implementation of goals, objectives, policies, and priorities for housing programs. Oversees and participates in the development and administration of Housing Authority programs; ensures that programs comply with Federal and State laws, regulations, and reporting requirements.
* Compiles, maintains and audits applicant files, interviews applicants, collects data, and completes applications for continued housing assistance. Verifies applicant information such as criminal background, income, assets, and allowances. Investigates reported changes in income, expenses, and participant status to determine if fraudulent information has been reported, resulting in deficient participant rent portions. Identifies errors in rent calculations and initiates measures to collect rent overpayments from participants. Computes subsidy payments and tenant payments (TTP) by using Housing and Urban Development formulas from income data obtained in interviews and investigations. Educates on size unit and utility and rent allowances, per HUD guidelines and calculations. Determines and processes income summaries for repayment agreements.
* Generates contracts, client information and correspondence. Distributes packages that explain policies, procedures and disseminates other rental assistance information to landlords, tenants, and applicants. Enters client information into the database to document changes. Assists in the compilation and reporting of data. Schedules applicants for necessary briefings, recertification appointments, and interviews. Attends and participates in informal hearings. Issues voucher-authorized clients to rent housing based on Housing Subsidy Standards and availability within Pima County. Performs rent reasonableness studies to determine if housing unit rent is comparable to others in the same area or neighborhood.
* Prepares new files participants relocating from one unit to another. Assists in the preparation and analysis of the Section Eight Management Assessment Program, Records Information Management Review responses, and corrective action plans. Refers program participants to services offered by other community-based organizations. Coordinates with landlords and participants to facilitate occupancy and resolve landlord tenant issues. Consults with landlords regarding repeated violations of the dwelling lease agreement and programs.
* Communicates with housing inspectors to request inspections of rental units. Investigates possible program violations; may conduct informal reviews of Housing Authority decisions. Assists in scheduling and processing informal hearings for other staff, monitors repayment agreements or other conditions of continuing assistance. Reviews and processes requests for reasonable accommodation; monitors periodic reviews of approved reasonable accommodations and prepares reports regarding reasonable accommodations. Responds to difficult and sensitive public inquiries and complaints and assists with resolutions and alternative recommendations.
* Collects input and makes recommendations for the standardization of procedures and methods to improve and continuously monitor the efficiency and effectiveness. Compiles data for the assessment and monitoring of workload and administrative support systems; identifies opportunities for improvement and recommends these to management. Performs a variety of complex data compilation and research; prepares summaries, reports, and correspondence.
* Performs all other duties and tasks as assigned.

MINIMUM REQUIRED QUALIFICATIONS:
Education:
6 months post high school
Work Experience:
Two (2) years of directly related experience
License:
Any combination of relevant education and experience may be substituted on a year-for-year basis.
