To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.You must meet the following requirements by the closing date of this announcement:QUALIFICATION REQUIREMENTS:SPECIALIZED EXPERIENCE: GS-11 Level:Experience with organizational functions, programs, policies, regulations, procedures, and operations to assist in evaluating program plans and determine impact of changes on program goals.Experience using cross functional programs to conduct reviews and studies/projects.Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives.Experience in recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations.Experience providing statistical data or other management information reports.Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.ORPH.D or equivalent doctoral degree that demonstrated the necessary knowledge, skills and abilities to do the work.ORThree (3) full academic years of progressively higher level graduate education leading to a doctoral degree in a related field of study that demonstrated the necessary knowledge, skills and abilities to do the work.ORLL.M., if related.ORA combination of qualifying graduate education and experience equivalent to that amount required.SPECIALIZED EXPERIENCE: GS-12 Level:Experience with organizational functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals.Experience using cross functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations.Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts in program information, consolidate findings and, recommend alternatives.Experience in recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations.Experience using principles of management planning, program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports.Experience in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information.ANDMEET TIME IN GRADE (TIG) REQUIREMENT:
You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is
no more than two grades above
the lowest grade held within the preceding 52 weeks.ANDTIME AFTER COMPETITIVE APPOINTMENT:
By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as
