Duties

As Principal Deputy Director, Office of Human Resources, you will:

Serve as full partner with the Director, OHR in exercising responsibility for the overall technical and administrative management of human capital and human resources programs and operations, including ethics and compliance.

Support Director, OHR and the organization in the "One CDC" initiative including strategic alignment and governance, operating model transformation, workforce planning and data analytics, automation and technology, process optimization, communications, and change management.

Assist in leading and advancing technology efforts and business process principles to improve human capital programs and operations that support a model human capital organization and strategic goals.

Design and maintain state-of-the-art HR programs and policies by working with internal and external customers and stakeholders to identify and keep abreast of emerging HR developments and best practices.

Direct the development and delivery of a comprehensive, integrated set of strategies, policies, programs, and systems to evaluate and manage HR resources consistent with short- and long-term modernization initiatives.

Serve as a principal advisor to the organizations' leadership on matters related to human resources management and human resources provided by the office.

Optimize use of organization's resources to achieve organization goals and objectives as well as the customer's needs.

Represent the office with a variety of internal and external organizations performing review and oversight of human resources activities.

Direct Deposit: All federal employees are required to have salary payments made by direct deposit to a financial institution of their choosing.

You must serve a one-year probationary period unless you previously completed one year in the Senior Executive Service.

This position requires completion of a public financial disclosure report.

Qualifications

All competitive candidates for SES positions with the federal government must demonstrate leadership experience indicative of senior executive level management capability. To meet the qualification requirements for this position, you must show in your resume that you possess the six Fundamental Competencies, the five Executive Core Qualifications (ECQs), and the Professional/Technical Qualifications (PTQs) listed below. Your resume should emphasize levels of responsibility, scope, and complexity of programs managed, program accomplishments, and results.

Applicants must also meet the minimum qualification requirements described in the specialized experience statement below.

SPECIALIZED EXPERIENCE REQUIREMENTYou must have one year of specialized experience directly related to the position that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position to include senior-level managerial and leadership experience coordinating the functions of subordinate managers and staff for human capital and human resources programs and operations, including strategic planning, project oversight, policy implementation, and customer relations.

Demonstrated senior-level leadership experience in leading people toward meeting human capital and human resources mission, goals, and objectives, and customer expectations.

Demonstrated senior-level leadership experience in enforcing policies, guidelines, and regulations associated with review and oversight of human resources activities.

Additional information

Salary for SES positions varies depending on qualifications. The annual salary range is at the top of this announcement. This position might be eligible for performance bonuses and performance-based pay adjustments.
