About the Position: Position is for a Purchasing Agent, GS-1105-10 for the U.S. Army Contracting Command, Aberdeen Proving Ground Division, Tobyhanna Branch located in Tobyhanna, Pennsylvania. Responsibilities Manages the day-to-day operation of the Government-wide Purchase Card (GPC) program at the installation/organization. Establishes, maintains, and terminates cardholders (CHs) and billing officials (BOs) accounts within the servicing bank’s electronic access system (EAS). Develops and implements local Government-wide Purchase Card (GPC) program procedures. Addresses deficiencies and discrepancies within bank transaction reports that impact program effectiveness or efficiencies. Provides stakeholders acquisition milestone information routinely per agency regulations. Prepares memoranda for file, determinations and findings, justifications restricting competition, and other documents. Ensures contract files are complete per regulations and agency policies Negotiates and prepares contract modifications and supporting documentation. Terminates contracts through completion, default, or convenience. Specialized Experience for Purchasing Agent: One year of specialized experience which includes: 1) Experience managing the purchasing process from receipt of purchase request through contract/order closeout; 2) Monitoring acquisition methods, procedures, and regulations to resolve any delays or misunderstandings in the purchasing process; AND 3) Providing purchasing advice to negotiate contract modifications and prepare supporting documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Administration and Management Contracting/Procurement Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
