What Global Trade Compliance contributes to Cardinal Health
The Cardinal Health Global Trade Compliance team (“GTC”) is responsible for the development and implementation of an effective compliance program through identification and interpretation of laws and regulations, provision of regulatory guidance, training and development, audit and assessment, data management, process design and continuous improvement, automated tool development and M&A due diligence
The Sr Analyst, Product Compliance Review, will ensure compliance with Customs and partner government agencies (“PGA”) by adhering to and promoting the GTC Compliance program, assisting with developing and implementing SOP and work instructions, performing product compliance reviews, monitoring internal/external compliance, assisting with process improvement as well as educating team members and stakeholders.
Specifically, this individual will focus on determining the proper classification and PGA for each product, obtaining permits/licenses as required and ensuring full compliance with Customs and each applicable PGA. Ultimately, to ensure declarations are accurate, complete, compliant and timely.
The Sr Analyst, Product Compliance Review must excel at conducting meticulous, accurate and high-quality research, mastering complex situations and intricate compliance issues, monitoring regulatory changes, as well as understanding the impact on our business and communicating to internal/external stakeholders.
This position reports to the Manager, Product Compliance Review.
Responsibilities
Assist with the development and implementation of a comprehensive classification transformation strategy, specifically focusing on standardizing processes.
Assist with the thorough review of our compliance manual, standard operating procedures and detailed work instructions, recommend and collaborate with team members to revise and implement changes.
Perform ongoing training and direction to internal GTC team members and internal/external stakeholders regarding harmonized tariff schedule and PGA reporting requirements. (For the USA, PGA include, but are not limited to: APHIS, DEA, EPA, FDA, TSCA and USDA.)
Proactively monitor tariff classification rulings, regulations and biannual classification changes. Provide analysis regarding applicability and impact to company products and technologies, as well as existing company classification policies and procedures. Further, ensure that such knowledge is factored into management’s planning of the organization's strategy, resources and procedures.
Fully engage with internal GTC team members and external service providers to advance our audit program: monitor compliance, detect and resolve errors, determine root cause and corrective action, provide training and ensure all necessary actions taken to update SOP/work instructions, GTM system and other activities required to prevent reoccurrence.
Receive, methodically research and respond to Customs and/or partner government agency inquiries, inspection and/or audit requests.
Provide operational support via thorough Customs/PGA compliance reviews and meticulously input product, entity, Customs and PGA data into the Global Trade Management (“GTM”) system to ensure fully compliant with government agency laws and regulations. Further, obtain permits and/or licenses, as applicable.
Cross train with GTC team members to achieve full understanding of import and export compliance program, standard operating procedures and work instructions, in order to provide coverage across multiple time zones, during team member absence, high volumes and special projects.

Qualifications
Bachelor's degree in related field, or equivalent work experience preferred
Licensed Customs Broker and/or NCBFAA CCS, preferred
2-4 years of experience working with Customs and Partner Government Agencies (PGA) preferred
Experience with Harmonized Tariff Schedule (HTS) preferred
Proven ability to develop and maintain productive, trusting and respectful business relationships.
Exceptional listening, problem-solving, verbal and written communication skills.
Flexible and adaptable, ability to manage ambiguity, change and uncertainty effectively.
Well organized with good time management skills to execute tasks within deadlines.
Intermediate MS Office skills: Excel, Outlook, PowerPoint, Teams & Word
