Summary The incumbent serves as a Program Analyst under Quality Management located at the Wilkes-Barre Medical center, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). Responsibilities Duties include, but may not be limited to the following: Oversees the coordination and implementation of the Occurrence Screen (OS) Program according to VHA directive. Coordinates the process of validating, analyzing, and trending data for identifying potential problems in care processes. Independently investigates, recommends, initiates, and creates local processes for implementing the (OS) program. Demonstrates this knowledge by researching and developing new methods and techniques to generate new screens not supported by VISTA applications. Supports the Risk Manager in all aspects of coordinating the entire process of tort claims to it completion with Regional Counsel, Office of Medical-Legal Affairs, U.S. Attorneys, involved practitioners and Medical Center Services Independently synthesizes and analyzes all information prior to submitting to Regional Counsel, and Medical-Legal Affairs. Independently prepares medical record requests for Office of Medical-Legal and various external reviews. Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization. Applies statistical, machine learning, visualization, inferencing and other techniques to enable decision support ranging from the point of care to enterprise-wide population management with the goal of transforming practices and improving system health. Applies a true end-to-end process to evaluate workflows, identify issues, develop solutions based on best practice guidelines, and resolves and communicates changes to maintain and optimize processes that deliver Health Information Technology (HIT) solutions. Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare. Performs other duties as assigned. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Coordinates with informatics for development and management of data systems, assisting and creating the basis for data driven decision-making of clinic profile operations management2) Conducts routine audits and shares results with GPM/Leadership. Involved in action plan generation for under performing results.3) Maintains in-depth understanding of scheduling and access principles as they relate to the complexities of clinic set up in order to provide technical guidance.4) Develops new and innovative reports, makes presentations and conducts focus groups to achieve a complete and balanced perspective among stakeholders.5) Participate in Facility/VISN projects, task forces, and committees to problem-solve, and on other workgroups related to access, wait times, and clinic profile management. Represents the Facility at forums, conferences, and meetings to identify and resolve issues. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.. OR, Combination: Applicants may also combine education and experience to qualify at this level. Equivalent combinations of successfully completed graduate education (in excess of the first year or 18 semester hours) and specialized experience may be used to meet total experience. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
