The AFRL Integrated Capabilities Directorate (RS), Architecture Division (RSA), Architecture Analysis Branch (RSAE) is seeking to fill three program manager (PM)/business operations manager (BOM) vacancies at the DR/DO-02 and 03 levels to direct system engineering (ASE) division program activities, schedule, communication, coordination, and battle rhythm in support of the Department of the Air Force (DAF) Command, Control, Communications, and Battle Management (C3BM) architecture.

Position duties will include, but may not be limited to:

  • Serves as Program Manager (PM) or Business Operations Manager (BOM) representing ASE with DAF Chief Architect Office, USAF and United States Space Force (USSF) HQ organizations, USAF MAJCOMs, USSF Field Commands, and Combatant Commands, working issues and responses to requests for information and carrying out regular coordination
  • Applies expertise and directs division scientists & engineers (S&Es) on administrative procedures to establish, track, report, and finalize research and development (R&D) efforts
  • Formulates plans, goals and objectives for COCOM and MAJCOM driven quarterly meetings and bi-annual architecture evaluation events used to forecast long-range implementation of program objectives.
  • Analyzes issues, performs complete research, and formulates and provides advice and guidance on the preparation of responses to AFRL/RSA Division Chief
  • Executes an active role in definition and development of project strategies in order to ensure operational needs are translated into executable architecture design and evaluation projects while identifying and managing risk
  • Communicates and integrates the organization's acquisition strategic plan, mission, vision, and values into the team's strategies, goals, objectives, work plans, and work products and services.
  • Delivers program planning based upon Department of the Air Force (DAF), AFRL, and RS program guidance, and directs PMs through such decisions

Required Qualifications

  • United States Citizenship
  • Must be able to obtain and maintain a Top Secret security clearance
  • Applicants must have at least one (1) year of specialized experience (SES) related to the position duties. For DR/DO-02 consideration, applicants must have a minimum of GS-11 equivalent SES. For DR/DO-03 consideration, applicants must have a minimum of GS-13 equivalent SES.
  • This is an interdisciplinary position. Applicants must be able to meet the Office of Personnel Management (OPM) Qualification Standards of the occupational series assigned when the position is filled.   • This interdisciplinary position may have a positive education requirement. Applicants must provide transcript(s).

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). Applicants must list all APDP certification(s) on the resume and will have 60 months to meet APDP requirements.
  • Incumbents will be required to submit an initial and annual SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
  • Position is eligible for telework but incumbents must live within the commuting area of the assigned duty location. Remote telework is not authorized.

Desired Qualifications

  • Experience related to, or supporting, science and technology, research and development, test and evaluation, enterprise architecture and/or program management is highly desired.
  • Experience distilling strategic and/or leadership guidance into actionable plans in support of program objectives.
  • Excellent written and oral communication skills.
  • An advanced academic degree in an applicable field of study from an accredited academic institution is highly desired.
