POSITION SUMMARY:

The Economic Development Specialist plays an important role within the City's Economic Development team, with a primary focus on implementing and managing the Business Retention and Expansion (BR&E) strategy. This position actively engages with local businesses to understand their needs, foster relationships, and deliver tailored solutions that support economic growth and sustainability. The ideal candidate will have exceptional communication skills, strong organizational abilities, and experience working with data management systems.

ESSENTIAL JOB FUNCTIONS:

Proactively engage with local businesses to understand their needs and provide customized solutions that support growth and retention.

Coordinate efforts with local economic developers, community organizations, and partners to ensure the effective execution of the BR&E program.

Manage all aspects of the BR&E process, including business visits, follow-up actions, and partnership coordination.

Collect, manage, and analyze business data, ensuring that the Salesforce database is consistently updated with relevant information, company status, and follow-up activities.

Conduct targeted research on economic trends, business needs, and industry developments to support the City’s economic development objectives.

Generate reports and insights based on business trends and engagement outcomes to guide decision-making and program enhancements.

Assist the Manager of Economic Development in the administration and execution of various incentive programs, such as the Toledo Expansion Incentive, Municipal Jobs Creation Tax Credit, Façade Improvement Grant, White Box Grant, and Legacy Corridor Business Resilience Grant.

Provide operational support for the City's development tools, including the Pre-Development Meeting program and Permit Planner, ensuring accessibility and efficiency for businesses and developers.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Economic development principles, incentive programs, and community outreach strategies.

Salesforce or similar CRM systems.

Business development, financing, marketing, and real estate.

Skill in:

Strong verbal and written communication skills with the ability to engage and build relationships with diverse stakeholders.

The use of a personal computer with proficiency in Microsoft Office software, including Word, Excel and PowerPoint.

Effectively presenting information and responding to questions from groups of managers, clients, outside agencies, and the general public.

Writing and speaking in ways that are easily understood by others.

Ability to:

Develop and maintain effective working relationships with associates, City officials, City employees, division managers, contractors, vendors, and the general public.

Prepare clear and concise reports and correspondence and make presentations both orally and in writing.

Prepare and maintain records.

Develop and implement goals, objectives, policies, procedures, and work standards.

Analyze complex technical and administrative problems, evaluate alternative solutions and adopt an effective course of action.

Exercise sound independent judgment within general policy guidelines.

REQUIRED EDUCATION, EXPERIENCE, AND CERTIFICATIONS:

Bachelor’s degree in Economic Development, Urban Planning, Business Administration, Public Administration, Marketing, Communication or a closely related field. If a candidate does not possess a Bachelor’s degree in any of the above-referenced areas, consideration will be given to individuals who possess a 1-2 years of directly related experience.

Two (2) years of experience in business development, program management, and using database management software (i.e. Excel, SalesForce) to track and analyze data.

Ohio Certified Economic Developer (Ohio Economic Development Association)

Health Insurance

The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.

Employees are required to pay a monthly premium depending on the employee’s selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee’s bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Group Life Insurance

City employees are covered by a group life insurance plan depending on collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan

The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.

OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee’s annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)

The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.

Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)

The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).

Under the 401(k) plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck before taxation. The City does not make contributions on the employee’s behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.

Roth 401(k)

The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.

Under a Roth 401(k) Plan, an employee’s retirement savings contributions are deducted from the employee’s paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
