Job Description

Sellers & Associates, LLC (S&A) is seeking aProgram Analyst to work on our client's site inVirginia Beach, VA.

The Program Analyst III is responsible for assessing and overseeing the development of program or project activities, classifying enhancements, and performing thorough research and analysis. This role involves participating in the development and implementation of goals and objectives, interpreting and applying policies and procedures, and preparing detailed studies as required. The ideal candidate will have significant experience in U.S. Navy programs or operations and possess strong analytical and management skills.

Job Responsibilities
  • Assess the development of program or project activities, ensuring alignment with organizational goals.
  • Classify program, project, or system enhancements based on research and analysis.
  • Perform in-depth research and analysis to support the development of program or project activities.
  • Participate in the development and implementation of goals and objectives for programs and projects.
  • Interpret and apply policies and procedures to ensure compliance and effectiveness.
  • Conduct studies and prepare reports to support program and project decisions.
  • Collaborate with cross-functional teams to ensure successful program and project execution.
  • Provide recommendations based on research and analysis to enhance program or project performance.
  • Monitor program or project progress and report findings to senior management.

Job Requirements

Job Requirements
  • Bachelor's or Advanced Degree in Business, Technical Field, or a related discipline.
  • 10 years of experience in engineering/science management, operations research analysis, or financial/cost analysis.
  • Significant experience in U.S. Navy programs or operations.
  • Strong analytical and problem-solving skills.
  • Proficiency in research methodologies and data analysis tools.
  • Excellent communication and presentation skills.
  • Ability to interpret and apply complex policies and procedures.
  • Strong organizational skills and attention to detail.

Must Have
  • Active TS/SCIClearance
  • Proven experience in program or project analysis, particularly within U.S. Navy programs or operations.
  • Strong knowledge of engineering/science management, operations research analysis, or financial/cost analysis.
  • Bachelor's or Advanced Degree in a relevant field.
  • Excellent analytical skills and the ability to conduct thorough research.
  • Strong communication skills and the ability to present findings clearly and effectively.

Nice to Have
  • Advanced degree in a related field.
  • Professional certifications in program or project management.
  • Experience with process improvement methodologies (e.g., Lean Six Sigma).
  • Familiarity with Navy-specific policies, procedures, and operational standards.
  • Experience with advanced data analysis software and tools.
