SummaryWorking as part of Clark’s Central Region team, the Community Affairs Manager will help drive positive change in the communities where we work primarily in the Houston area. The candidate will be responsible for supporting the Director of Community Affairs in the development, implementation, compliance, and ongoing enhancement of community affairs programs and related state and local government relations efforts in support of the company’s major building and infrastructure projects.As a specific area of focus, the Community Affairs Manager will be responsible for reviewing small business, local hiring, and other goals related to diverse entity participation for Clark’s projects throughout the Central Region. They will monitor Clark’s success regarding these project requirements and aid the Director in ensuring Clark meets and exceeds its contractual obligations regarding community affairs requirements. The candidate will support Clark’s relationships with relevant small businesses, industry partners, trade associations, workforce development organizations, among others, to help achieve small and disadvantaged business participation, local employment goals, and to help build a pipeline of talent seeking meaningful careers in the building industry, especially from under-served and under-represented communities. They will also support the facilitation and administration of Clark’s Strategic Partnerships Program.The Community Affairs Manager will report to the Director of Community Affairs and will support the Community Affairs team’s work in collaboration with Regional Leadership, the Corporate Communications team, Clark’s purchasing department, various project executives, company subsidiaries such as Atkinson Construction and Edgemoor Infrastructure and Real Estate, and the company’s public affairs advisors.ResponsibilitiesCommunity Affairs Programs: Support the Director of Community Affairs in continuously enhancing the company’s community affairs programs in the region, with a specific focus on enhancing and advancing our small and disadvantaged business, local hiring, and workforce development programs in Houston. This would include providing support to Clark’s Strategic Partnership Program in the Central Region.Project-Specific Programs and Compliance: Work as a partner to our project teams to execute strategic community affairs programs for projects that have significant community impact and/or community interest. Responsibilities include review and analysis of contract requirements, workforce (i.e. certified payroll) and small business data, and spreadsheet development. These will often be large public-sector or institutional projects with high visibility and a high degree of interest by various stakeholders and community groups. Help Clark develop and maintain strong government and community relations through the course of the project, demonstrating Clark’s commitment to positive community relations and delivering appropriate community benefits through its projects, including supporting implementation of Clark’s SDBE15 Program.Stakeholder Relations: Work with local project teams to maintain effective communication and coordination with relevant state, local, and community stakeholders and officials. Collaborate with retained outreach, labor compliance and public affairs firms as necessary.QualificationsBachelor's degree with 7+ years of professional experience in a relevant field such as community engagement, supplier diversity, public affairs, government relations, and/or related communications.Familiarity with small business and workforce compliance software is preferred (i.e. LCP Tracker, B2G Now, Elation, etc.) as well as Microsoft Excel and related programs is a plus.Demonstrated ability to think strategically.Excellent team player with the proven ability to work collaboratively with colleagues, clients, and other stakeholders to achieve shared goals and projects.Outstanding written and verbal communication skills, including the ability to develop and draft engagement plans, presentations, and other communications needed to drive understanding and support for the company’s community affairs and workforce development efforts is required.Demonstrated ability to understand public policy and legislative developments that may affect the company’s projects and/or its community engagement and workforce development efforts, including areas such as labor and employment, workforce development, zoning, and environmental policies is a plus.Local travel required.#LI-KS1Clark Construction Group is one of the largest building and infrastructure companies in the United States.Our portfolio spans every major building market, from public to private, corporate to cultural, education to entertainment, and the infrastructure connecting it all – power, transportation, water, and roadways.
