Nature of Work:
An Accountant Advanced is the advanced level of work examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles in order to modify and maintain agency accounting systems, preparing financial reports or statements, and providing fiscal advice to management. Employees in this classification perform specialized duties in the areas of cost accounting, systems accounting, federal fund accounting, or bond and loan accounting. This position verifies the propriety of MDTA expenses and financial transactions and prepares financial information for internal and external customers.
The duties and responsibilities for this position include, but are not limited to, the following:
Review consultant invoices and construction cost estimates for capital projects to determine compliance with the terms of the contract, accuracy of progress payments, and allocation of cost;Review vendor invoice payments to verify the accuracy of billing and accuracy of budgetary coding;Confirm that expenditures are in accordance with the State and the MDTA procurement regulations and policies;Perform monthly account reconciliations, ensuring that all transactions were recorded correctly within the correct general ledger accounts;Perform monthly reconciliations of bank accounts to the general ledger and investment accounting systems;Create journal entries associated with investments, debt, and cash flow transactions;Monitor budget vs actual expenditure and analyze significant variances;Research accounting pronouncements and perform fiscal year-end accounting for financial report preparation;Assist with the preparation and review of the Annual Comprehensive Financial Reports;Assist with the verification of financial data warehoused in varying banking and/or accounting information systems;Provide detailed updates on retainagesheld on construction contracts;Review and update overhead rate audits on each consultant's payments; andPerform fiscal year-end accounting for financial reports.

Accountant Supervisor II.
The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position. This recruitment may be used to fill future vacancies throughout the Maryland Transportation Authority (MDTA).
