PRIMARY FUNCTIONS
Provide highly responsible and complex administrative support to the Director of Finance. Supervise accounting professional staff. Perform and oversee a variety of accounting, finance and budget functions and processes; review, update, and prepare a variety of financial, budget and accounting transactions; and perform related duties as assigned. Relies on judgment and experience to plan and accomplish goals. Creativity and organization are required.
PRINCIPAL RESPONSIBILITIES
The following duties have been provided as examples of the essential types of work performed by positions within this job classification. Management reserves the right to add, modify, change or rescind work assignments as needed.Participate in the development and implementation of goals, objectives, policies and priorities for departmental programs; recommend and administer policies and procedures.Plan, direct, coordinate and review the work plan for assigned accounting staff; assign work activities, projects and programs; review and evaluate workflow, work products, methods and procedures; meet with staff to identify and resolve problems.Coordinate the compilation of financial statements for preparation of the City's Comprehensive Annual Financial Report.Provide assistance to contracted staff during the auditing process and oversee the preparation of final reports.Oversee compilation and preparation of the budget and five year capital plan.Oversee and administer the City's budget and budget amendment process, including analysis of appropriations, expenditures, and revenue.Monitor review and reconciliation of the fixed asset inventory and related accounting data.Stay abreast of new trends and innovations in the field of municipal accounting and finance.Research and resolve accounting, general ledger or budget issues for departments.May perform internal audits.May oversee preparation, processing and audit of banking transactions.Prepare and maintain records and files associated with various business transactions.Prepare and maintain documents and records related to financial analyses, statements, and reports.KNOWLEDGE, ABILITIES AND SKILLS
Thorough knowledge of governmental auditing, finance, budget, and accounting methods, practices and procedures, including the specific requirements of utility accounting, accounting for airports, grants, trusts, and other specialized city operations.Thorough knowledge of local, federal and state laws, rules and regulations governing accounting and finance practices. Knowledge of computer hardware, software and peripherals related to a wide range of accounting and financial management operations including computerized budgetary, financial and spreadsheet applications.Ability to maintain accurate records and generate periodic reports.Ability to safely operate assigned equipment including personal computers and standard software applications.Ability to communicate effectively, both orally and in writing.OTHER JOB CHARACTERISTICS:

Graduation from an accredited college or university with a Bachelor's degree in Accounting, Business Administration, Finance or a related field; and six or more years of professional accounting and financial experience including supervisory experience. CPA, CIA, CFE, CGFO, or similar certification preferred.
LICENSES/CERTIFICATIONS:
Possession of a valid Florida Driver's License.
