Capital Projects Purchasing Agent (Technician II)

Summary of Description:
Responsible for the purchase and/or lease of construction materials and equipment, permanent facility equipment and materials, and replacement parts for company equipment.
Duties:Prepare written inquiries or obtain verbal quotes for vendor supplied items in compliance with requisitions and/or specifications.Receive vendor bids, evaluate bids considering price, delivery date, past performance of vendor, etc. to determine successful bidder.Negotiate terms/conditions of and place purchase orders. Negotiate and issue purchase change orders.Prepare all required documentation for each purchase order. Expedite awarded purchase orders when necessary to insure timely delivery.When required, handle third party rental contracts, awards, renewals, and terminations. Maintain files and chart all rental orders.Coordinate invoice problems with vendor and accounting, and delivery requirements with vendor and supervision.Establish/maintain working contact with vendors. Meet with sales and vendor representatives, as required.Perform other job-related duties as assigned.Education and Experience:
High School Diploma or Equivalent (GED), with additional specialized training or college course work and at least six (6) years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Specific Skills:
Working knowledge of procurement techniques, procedures, policies, accounting, and business contract laws required.Good communication and interpersonal skills.Ability to work individually and make decisions is essential.Physical Requirements:
Ability to reach, stand, walk, finger, grasp, feel, talk, hear, see and to perform repetitive motions.Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

Job Summary:
Support the Major Capital Projects initiative. This specific initiative has already begun and the overall near-term projects will last for over two to three years. The current resource to be identified will be a Procurement Agent/Buyer with preferred background in capital projects. The typical role would be a Procurement Agent/Buyer fitting the descriptions and duties below.
The selected person will support the Procurement Department with the Major Capital Projects initiative by prequalifying design professional services and construction contractors, soliciting competitive bids, and negotiating in an open, fair, and competitive manner. Primary responsibilities of this role include, but are not limited to, utilize existing policies and procedures to support and/or plan, develop and organize phases of assigned responsibilities for prequalification, bidding, awarding, contracting, and contract administration functions of engineering, procurement, and construction efforts; receive, process, and approve requisitions and purchase orders for goods and services (within approve authority level); determine most appropriate delivery method of procurement of goods and services; assist with and/or prepare and solicit competitive bids from qualified vendors; collaborate with engineering firm(s) procurement activities to support project schedules and budgets; support large bid events utilizing partnerships with engineering firm(s); assist with and/or define and negotiate appropriate terms and conditions on behalf of company relative to contractual obligations; recommend and/or authorize the purchase of goods and services and ensures the unique needs of the Major Project Group are being addressed with needs analysis, scheduling, knowledge of local/regional construction industry and market as well as industry trends.
Job Duties:
• Ensure all contracting and purchasing activities are governed by and compliant with company procurement policies.
• Manage detailed contracting and purchasing strategies and ensure they are documented in early engineering phases of large capital projects.
• Ensure contracting and purchasing strategies are reviewed and approved with business unit and DOA appropriately procurement manager.
• Receive requests for goods and services from the Major Project Group and determine most appropriate method of procurement in accordance policies and procedures.
• Develop Requests for Qualifications, Requests for Proposals, and bid documents to solicit competitive bids from qualified design professionals, consultants, general contractors, trade contractors, and vendors; assist with contract preparation, and ensure compliance to policies and procedures.
• Review and authorize purchase orders and change orders within delegated authorized dollar limits for engineering and construction services and materials from qualified vendors, contractors, design professionals, consultants, etc.; ensure services are procured in accordance with contract documents, statutes, and requirements.
• As authorized by the Procurement Agent and/or Manager, conduct negotiations on contract prices, technical requirements at guidance of project team, and terms and conditions; issue recommendations for contract and service awards to the Project Engineer/Project Manager.
• Monitor contractor performance ensuring compliance with contract terms including change orders, contractor delay, appeals, claims, liquidated damages, settlements and terminations. Maintain records on contract administration actions and requirements. Evaluate contractor compliance with contract clauses and initiate corrective actions when issues are identified.
• Supervise progress of various procurement status reports among multiple projects to ensure progress milestones are being met.
• Experience and ability to oversee vendor expediting activities needed to keep long lead equipment delivered on schedule.
• Respond to inquiries and requests relating to capital program procurement activities; assist with contractor payment inquiries; and participate in post project completion issues and related issues, as applicable.
• Prepare reports, presentations, and other documents.
• Attend meetings as required.
• Establish and maintain communication to ensure the accurate and timely flow of information
• Perform related duties as required.
Minimum Qualifications
• Bachelor's degree in related field and at least 5 - 15 years of related professional experience in a comparable environment procuring related goods and services OR an Associate's degree in related field and at least 10-20 years professional experience in a comparable environment. An equivalent combination of education and/or experience may be substituted for the degree and years requirement for the Purchasing Agent/Buyer position.
• General working knowledge of acceptable procurement practices as applicable to purchasing and delivery methods, strategies and trends in local, and regional construction industries.
• Excellent interpersonal skills and the ability to communicate those needs to the contractor/vendor community.
• Experience working with contractors, design professionals, engineers, consultants, facility managers, and staff including the ability to evaluate services and products to determine technical compliance and resolve discrepancies.
• Strong knowledge of the Microsoft Office Suite software (Word, Excel, PowerPoint, Outlook, etc.)
• Strong knowledge of the SAP System for procurement activities
• Strong oral and written communication skills
• Ability to manage multiple projects simultaneously and to work in a team oriented, multi-task environment
• Ability to work full-time
• Valid driver's license
• Candidates must be able to obtain a TWIC (Transportation Worker Identification Credentials Card)
