We are seeking an EVM Surveillance Manager to join the Space Operations Management (SOM) group of the APL Space Exploration Sector (SES). The successful candidate will guide the SES through NASA’s cyclical EVM compliance process which includes quarterly reviews focused on the DCMA EVMS Compliance Metrics.

As the EVM Surveillance Manager, your primary responsibilities will be as follows; Maintaining knowledge base of ever evolving EVM industry standards and requirements. Work closely with NASA EVM surveillance representative to fulfill contractual “Joint Surveillance” requirements. Run DCMA EVMS Compliance Metrics and proactively work with internal APL schedulers, EVM specialists, and Control Account Managers (CAMs) to preemptively address potentially non-compliant areas of concern. Balancing competing priorities of compliance and project efficiency/budgetary constraints. Navigating subjective nature of certain EVM guideline compliance thresholds with the interests of programmatic goals in mind. Troubleshooting areas of concern that have triggered “watch items” or “Corrective Action Requests (CARs)” identified by NASA EVM surveillance representative. Developing innovative process improvements to streamline EVM processes and tools. Support project Integrated Master Schedule (IMS) development and reporting needs for proposals and active contracts

Qualifications

You meet our minimum qualifications for the job if you have... Bachelor' s Degree in Business, Engineering, Economics, Information Systems, or related field or equivalent experience Minimum 8+ years of EVM and/or Program Planning/Scheduling and Controls experience Proficiency in the use of Microsoft Project and miscellaneous Planning/Scheduling tools such as forProject, SSI Tools, KIDASA Milestone Professional, Acumen Fuse, Primavera, etc. Advanced experience in Excel, Word, Outlook, PowerPoint, Visio Ability to be a self-starter, capable of independent operations Demonstrated oral and written communication, interpersonal skills, problem solving and analytical skills Ability to manage multiple priorities in a demanding environment Background and experience with EVMS implementation and reporting requirements in accordance with EIA748 standards Successful support of programs through DCMA/DCAA, joint site surveillance or other government audits Experience with DECM metrics Are able to obtain a Secret security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

Master’s Degree, Project Management Professional (PMP) or Scheduling Professional (PMI-SP) certifications Experience with Deltek Cobra, Empower, Acumen Fuse and/or other project controls, EVM and analysis tools Background and experience with EVMS implementation and reporting requirements in accordance with EIA748 standards Knowledge of FAR, CAS and other relevant laws Aerospace/Defense Industry Experience Experience implementing IPMDAR deliverables on EVM contracts Currently hold a Secret level or above security clearance.

The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
