Job DescriptionGeneral Nature of Work

The Human Resources Generalist is responsible for performing human resources related duties in supporting designated areas. This position carries out responsibilities in the following functional areas: benefits administration, employee relations, training, performance management, onboarding, policy implementation, staffing and recruitment, and employment law compliance.

JOB RESPONSIBILITIES

The following duties are normal for this position. Other duties may be required and assigned.• Execute human resources strategies in all HR functional areas, programs and practices such as talent management, staffing, on-boarding, succession planning, employee relations, performance management, organization effectiveness, training and development, and HR policies.• Manage full cycle recruitment efforts, including attracting and assessing candidate capabilities, work productively with outside search agencies, candidates, and internal clients.• Manage the onboarding process for the city, ensuring all pre-requisite screenings have been met, scheduling new hires, and all paperwork is completed on time; partner with HR Director and leaders to drive the annual performance management process.• Work closely with the HR Director on talent management initiatives, including employee assessment, development, organization effectiveness, and succession planning.• Drive employee engagement efforts through execution of bi-annual employee feedback survey, analysis of results, and development and exaction of engagement strategy.• Manage employee relations and assist in counseling employees and conducting exit interviews.• Partner with HR Director to design and implement a training curriculum for the employees• Collaborate with team to develop department goals, objectives, and processes.• Ensure compliance with federal and state regulations concerning employment.• Administer the compensation program; monitor the performance evaluation program and revise as necessary utilizing appropriate protocol.• Perform benefits administration, including claims resolution, and communicating benefits information to employees.• Serve as Admin user for HR Systems, ensure new hires and managers receive adequate training to use the system.• Maintain human resources records; compile reports accordingly.• Perform other related duties as assigned.

KNOWLEDGE, SKILLS, and ABILITIES

Data Utilization : Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

Human Interaction : Requires the ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels. Includes significant internal and external interaction.

Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning : Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Physical Requirements

:

This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.

Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.

MINIMUM QUALIFICATIONS

Bachelor's degree in human resources, business or related field required; supplemented three (3) to five (5) year(s) of progressively responsible experience in human resources, benefits administration, or employee relations. May require specialized certifications and/or training as deemed necessary.
