Actalent is currently seeking a qualified Realty Technician for a consultant position with Bonneville Power in Kent, WA.

This Realty Technician position supports and assists the Real Property Field Services (TERR) organization at Bonneville Power Administration (BPA) and area federal Realty Specialist (RS). The TERR organization provides support to acquire, provide restrictive appraisals, and dispose and manage BPA’s real estate rights. The organization also determines acceptable multiple use of BPA rights-of-way, investigates, and resolves encroachments on BPA land, facilitates changes/conditions in Memorandums-Of-Understanding (MOUs) and other agreements; monitors property usage; and prepares and administers realty affecting reimbursable agreements. This position involves office and fieldwork to support Realty Specialists and the BPA capital program.

Responsibilities Include:

Review and analyze BPA property rights and private property ownership reports for use in managing BPA’s land use requests.

Prepare Acquisition Assembly packages by completing the appropriate templates (provided by BPA).

Utilize existing document templates and established processes to prepare Land Use Agreements based on information gathered or provided to verify that BPA land rights are maintained. Recommend modifications to document templates to accommodate unique situations.

Order Title reports as necessary and requested by Realty Specialists, review reports for completeness.

Assist and train other contract technicians on BPA file requirements as requested.

Work with Appraisers, Surveyors, and Mappers to facilitate group’s consensus on acquisition strategies.

Draft/prepare correspondence as necessary (letters, memorandums, etc.).

Assist in the completion, validation of legal description accuracy, consistency, and format/clerical accuracy for a variety of land documents prepared by Realty Specialists.

Plan, develop, recommend, facilitate, implement, and administer routine property management cases (not initially identified as politically sensitive).

Review real estate related agreements to verify compliance.

Assist BPA management to plan, develop, implement and administer difficult or complex property management cases.

Review and analyze title policies and documents and initiate steps to remove routine objectionable items, subject to approval by BPA legal counsel.

Perform administrative tasks such as copying, mail delivery, faxing, report collations, and document assembly.

Facilitate real property projects, verifying that the real property team will execute land acquisition for construction in accordance with BPA processes and policies and within the established timeframe.

Serve as a liaison on construction projects between various organizations within BPA and landowners before, during, and after the construction process. Duties as liaison include keeping appropriate project team members, and other BPA representatives with a Lawful Government Purpose (LGP) to know, informed of landowner issues/concerns that may impact the project design or schedule.

Serve as a BPA Field Inspector for large land acquisition contracts and other assigned work by:

Note: The Field Inspector will observe and report conditions and performance to the Contracting Officer’s Representative (COR)/other federal personnel but will not be responsible for accepting work. Responsibilities are limited to testing, observing, reporting, and providing input and information to the COR/other federal personnel.

Review realty work performed by outside service contractors and alert appropriate federal personnel of any concerns.

Provide technical information to the assigned COR and/or other federal personnel.

Provide/prepare communications between the BPA COR and contracted vendors.

Provide contracting and regulatory liaison services for the COR and/or other federal personnel.

Answer and respond to real estate questions from the public including landowners, developers, public agencies, and utility companies regarding documented policy of proposed uses of BPA’s rights-of-way. Typically, these assignments will be general in nature but can be responded to with assistance of a Supervisory or Senior Realty Specialist.

Work with applicants to provide adequate information on Land Use Applications to include site visits, property owner meetings, and other field research as required.

Utilize various county internet web sites, the Land Information System (LIS), ProjectWise, Transmission Line Maintenance (TLM) APPS, eGIS, and Application Extender to perform data research.

Receive application fees and process as per BPA established guidelines.

Obtain permission to enter private property for routine land acquisitions either by contacting the landowner directly or requesting permission to enter the property through the mail.

Inform Supervisory Realty Specialist of potential condemnation, providing all documentation and previous communication with landowner.

Provide real estate support to the Region’s maintenance and construction staff regarding landowner notifications, landowner issues, names and addresses, and providing land rights information.

Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.

Qualifications:

High School Diploma is required.

Associate’s degree is preferred.

7 years of work-related skill, knowledge and experience is required.

Experience must include work related to real estate principles, practices, precedent cases, and comprehension of the technicalities of government real property procedures, rules and regulations.

Knowledge and experience with a Land Information System (LIS) and Application Extender

Knowledge of land management, acquisition templates, and commercial facility leasing. Knowledge of real estate documents including but not limited to: Warranty Deeds, Deeds of Trust, Mortgages, Quit Claim Deeds, Liens, property title reports, and assessor/treasurer property information reports.

Knowledge of the general concepts of real estate management and commercial facility leasing which may include geospatial services (GIS), survey and mapping, LIDAR imagery, or obtaining information from title companies/county courthouses.

Knowledge and experience acquiring real property rights for utility easements.

Preferred Skills:

Knowledge and/or experience with MS Project.

Professional knowledge of the principles, practices, techniques, and underlying concepts of Real Property Services, which may include geospatial services, survey and mapping, Real Property field services, Realty Support Services, or experience coordinating projects that include these support services.
