Finger Lakes Community Health (FLCH) was founded in 1989 with an original mission of serving the region's agricultural workers by linking individuals to area resources and providing essential health services. In 2009 the organization expanded to become a Federally Qualified Health Center (FQHC), serving patients of all incomes, ethnicities and walks of life. Over the last decade, FLCH has grown to provide medical, dental, and behavioral health services to over 28,000 patients at eight health centers. Job Summary:

The Director of Human Resources is responsible for fostering a positive workplace environment through leadership in employee relations, leave management, and workers' compensation. This role ensures compliance with employment laws and organizational policies, while addressing employee concerns and enhancing workplace culture. The Director works closely with the Organizational Development Manager (ODM) to align HR operations with strategic goals related to workforce development, engagement, and organizational effectiveness. This position will be required to consistently travel to FLCH locations throughout the region.

Main Responsibilities:

Employee Relations

Act as a primary resource for resolving employee concerns and conflicts, promoting a respectful and inclusive workplace.

Conduct investigations into employee complaints, ensuring fairness and confidentiality.

Develop and implement programs to foster a positive work environment and enhance employee morale.

Workers' Compensation & Leave Management

Administer workers' compensation claims and ensure compliance with relevant laws and regulations.

Oversee company leave programs (FMLA, ADA, parental leave, etc.), ensuring proper documentation, legal compliance, and employee support.

Guide employees through leave and workers’ compensation processes and ensure clear communication throughout.

Workplace Culture & Employee Engagement

Collaborate with the Organizational Development Manager to design programs aimed at improving employee engagement, well-being, and organizational culture.

Lead initiatives to collect employee feedback, track engagement metrics, and propose solutions to enhance employee satisfaction.

Policy Development & Compliance

Review and update HR policies to ensure compliance with labor laws and organizational needs.

Provide training for managers and staff on workplace conduct, leave management, and conflict resolution.

Data and Reporting

Monitor trends in employee relations, workers' compensation, and leave usage, providing actionable insights to leadership.

Work with the Organizational Development Manager to analyze data and inform strategic decisions aimed at improving HR functions and practices.

Other duties as assigned by supervisor

Education and Qualifications:

Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s preferred).

Professional certifications such as PHR, SPHR, SHRM-CP, or SHRM-SCP are a plus.

7+ years of HR experience, with a focus on employee relations

Physical Requirements:

Must be able to hear and communicate with clients and staff via phone, web media, and in person.

Must be able to lift up to 30 lbs

Must be able to sit for extended periods of time
