Human Capital Leave Program Specialist

The contractor shall provide professional Human Capital/Human Resources services for HCD/TSS activities per agency Regulations and in accordance with Title 5 of the Code of Federal Regulations. The contractor shall provide Dedicated Leave Program Review and Support Services in accordance with the Office of Personnel Management (OPM) regulations, National Finance Center (NFC) procedures (as described at https://www.nfc.usda.gov/Publications/HR_Payroll/), and agency-specific guidance and regulations. All tasks assigned to the contractor are in support of Federal employees and shall be in accordance with agency-specific regulations and policies.

The Leave Program Support Specialist shall support the following programs:
Voluntary Leave Transfer Program.Family and Medical Leave Act (FMLA).Paid Parental Leave (under FMLA).Advanced Sick Leave.Leave Balance Transfer Program.
A bachelor's degree in a related field and at least six (6) years’ experience providing Dedicated Leave Program Support services in accordance with OPM, NFC, and agency-specific guidance and regulations regarding all performance areas in a Federal Human Capital environment; an additional two years of experience may be substituted for education.Demonstrated expertise with the National Finance Center (NFC) federal personnel and payroll provider systems.Demonstrated expertise with agency systems including WebTA, NFC Payroll/Personnel Systems, and business request/service systems.Proficiency in Microsoft Office.
