Hiring Range: $80,000 - $90,000/yr.

RSI is recruiting for aUMTRCA Title II Site Lead who is responsible for supporting the Legacy Management (LM) long-term maintenance and surveillance mission for assigned UMTRCA Title II sites. Supports the subtask through performance of site inspections; supporting budget planning and cost proposal development process; development of inspection reports; and coordinating site monitoring and maintenance activities. Applies ISMS/IWCP principles in the planning and execution of work. Coordinates effectively with functional support organizations.

This position is required to travel 10% of the time.

Essential Duties and Responsibilities:

Understands and applies organizational core values and provides leadership to ensure that organizational core values, requirements, and expectations are embodied in the execution of work.

Completes timesheets, expense authorizations, and expense reports in accordance with established requirements.

May act as a delegate to the UMTRCA Title II Manager.

Supports pre-transition and transition activities and efforts for pending Title II sites, including but not limited to site visits, review of pre-closure technical data prepared by the licensee, preparation of the long-term care fee estimate, determination of the long-term care boundary, and preparation of the draft and final Long-Term Surveillance Plan.

Prepares schedules and budgets, with the assistance of Project Controls analysts, and applies earned value management system performance principles.

Assists the subtask management team and organization with proposal development and support of negotiations as assigned.

Provides information required to support routine and non-routine project status reporting.

Participates in site inspections and other field and non-field activities to execute requirements stipulated in the Long-Term Surveillance Plan, or equivalent document on behalf of LM.

Conducts peer reviews of work product prepared by peers and matrixed functional support to ensure quality expectations are achieved.

Functions as a subject matter expert (SME) on behalf of the organization in areas of expertise associated with specific education, training, and experience.

Works directly with LM staff to provide support consistent with contract requirements.

Completes assigned training and required reads in accordance with scheduled timeframes.

Responds to requests for mission support information from internal and external entities.

Develops and maintains information required to populate risk registries for assigned sites.

Conducts semi-annual website and GEMS review and updates for assigned sites.

Supports FIMS inspections, reporting updates.

Performs ERF/ERC and SMRP annual reviews and updates.

Supports annual site environmental report updates.

Prepares annual institutional controls updates.

Prepares annual site hazards survey update.

Prepares site specific emergency response information updates.

Supports the annual real property site overview.

Provides quarterly water use update.

Supports conservation reuse screening updates.

Supports annual EMO sampling requirements update.

Attends routine staff meetings; monthly VPP safety meetings; quarterly NRC meetings; and other stakeholder meetings as required.

Prepares technical abstracts and papers in collaboration with SMEs and LM POCs for presentation at conferences, meetings, and forums identified as integral to mission goals.

Interacts professionally and effectively with LM staff.

Communicates effectively with supervisors and subtask management.

Required Education and Years of Relevant Experience:

Bachelor’s degree in physical science, engineering (environmental, civil, geological, geotechnical, or chemical) or related field with a minimum of 5 years of relevant experience.

Demonstrated experience and capability in the principles, concepts, and techniques required to develop, coordinate, and manage environmental projects and programs.

Experience in the review and interpretation of environmental data.

Able to assimilate and apply the concepts and practices associated with the development and management of schedules and budgets.

Ability to interact effectively with LM client point of contacts (POCs), SMEs, and Program and Executive leadership.

Experience with environmental investigation and data collection field methods.

Familiarity with environmental regulations desired.

Ability to interpret broad range strategic requirements and develop and execute plans to successfully address associated goals.

Ability to perform moderate hiking in rocky terrain under a variety of weather conditions, including conditions where cold stress and heat stress may pose a hazard.

Organizational skills required to address multiple competing priorities in accordance with established deadlines.

Excellent verbal and written communication skills.

Ability to work effectively with multiple governmental agencies, regulators, stakeholders, and community members.

Experience developing and presenting information on moderately complex technical topics.

Experience writing work plans and technical reports.

Essential Physical Requirements:

Medium: Work involves moving objects by exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an above-negligible amount and up to 10 pounds constantly. Physical demand requirements are in excess of those for light work.
