BASIC FUNCTION: Under the direction of the Administrative Director II, Maintenance and Operations, plan, organize and manage the district's maintenance and operations functions; assure efficient and cost-effective departmental operations; supervise and evaluate the performance of assigned personnel.
MINIMUM QUALIFICATIONS: EDUCATION AND EXPERIENCE: Any combination equivalent to: bachelor's degree in engineering, operations management, business administration or a closely related field and four years of recent increasingly responsible experience in managing the areas of maintenance and/ or operations preferably in a public agency, including two years experience in a supervisory capacity.

Job Responsibilities
REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Plan, organize and manage the district's maintenance and operations functions, including, maintenance and repair, custodial and grounds functions; assist in analyzing, modifying and modernizing work methods and procedures to assure efficient and cost-effective departmental operations.
Plan, organize, coordinate and manage activities related to the maintenance and operations functions to assure economy, safety, effective communications, efficient use of equipment and supplies and appropriate appearance and condition of buildings, and grounds.
Confer with maintenance, custodial and grounds keeping supervisory personnel regarding methods and procedures of work, supply and equipment requirements and operational problems and issues; assist with and solve existing problems, analyze and determine future requirements of personnel and materials; confer with various stakeholders regarding departmental issues.
Assist in the preparation of estimates, plans and specifications for bids and contracts for labor, materials and services; consult with and advise district administrators, site personnel, contractors, and architects on the design, construction, repair or alteration of district buildings and grounds.
Coordinate with other district departments and agencies for repairs resulting from vandalism and property loss claims.
Train, supervise and evaluate the performance of assigned staff; participate in the interview and selection process, reassignment, termination and disciplinary actions; schedule, assign and inspect work; analyze staffing requirements and make recommendations; develop, coordinate, schedule and arrange for appropriate training of department personnel.
Provide technical expertise, information and assistance to supervisor regarding assigned functions; advise of unusual trends or problems and recommend appropriate corrective action; participate in developing policies, procedures and short- and long-term programs to assure an economical, safe and efficient work environment.
Assist in the development of preventative maintenance programs and provide recommendations regarding the general maintenance and repair of district facilities; serve as a liaison between the
Maintenance and Operation and Facilities Development, Planning and Design department to coordinate projects.
Identify and resolve problems and determine future department needs; communicate with district administrators, staff, trade professionals, regulatory agencies, architects, engineers, inspectors, contractors, vendors and various stakeholders regarding maintenance and operations services to assure smooth and timely delivery of services.
Assist in the development and preparation of the annual preliminary budget for the assigned departments; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
Analyze project plans and make recommendations concerning work to be performed by outside firms; review project closeout documents, including operating manuals and warranty information and develop or update maintenance schedules; research, select and approve the purchasing of equipment and supplies within established limitations.
Assure the preparation and maintenance of required records, reports, files and lists as appropriate; assure compliance with local, state and federal laws, rules and regulations as required.
Direct and participate in the preparation and maintenance of a variety of narrative and statistical reports, records and files related to assigned activities and personnel.
Operate a variety of office equipment including a computer and assigned software programs; drive a vehicle to conduct work as assigned.
Attend, conduct and present at a variety of meetings as assigned; represent the district at various community meetings.
Respond to emergency calls as necessary.

VACATION - HOLIDAYS - ILLNESS
Employees accumulate vacation at 1.84 days per month resulting in 22 days for twelve month employees. A total of fourteen (14) paid holidays per year is granted. Employees accumulate twelve (12) days of paid sick leave per year, with unlimited accumulation, prorated for partial months.
RETIREMENT
All employees who are in the classified service and work four (4) hours per day or more are members of the Public Employees' Retirement System (CalPERS) and Federal Social Security. Approximately 7% is deducted from your paycheck for PERS retirement.
