Description

The Village of Huntley is seeking an experienced municipal finance professional to hit the ground running as Assistant Finance Director to fill the vacancy created by its incumbent due to an upcoming promotion. This hands on position plays a critical role in assisting the Director of Finance in the planning, management, and operations of the Village's Finance Department and the financial operations of the Village. As the direct supervisor of a staff of five, the Assistant Finance Director is essential in maintaining a strong, customer service-focused team that facilitates Village services in an efficient, transparent, and respectful manner.

The Village of Huntley is a home-rule municipality of approximately 30,000 residents located at the crossroads of Interstate 90 and IL Route 47 in southern McHenry/northern Kane County. Huntley is a vibrant, growing community with a stable economic environment. With a bond rating of AA+, the Fiscal Year 2024 budget included $41.2 million in expenditures with 29% of that budget invested in the Village's capital projects. Total EAV 2024 is estimated at $1.4 billion.

The Village provides a full range of services, including public safety (police), streets, water and wastewater, planning and zoning, economic development, building inspection, public improvements, and general administrative services. Fire protection, library, school, and park services are provided by separate taxing bodies.

Examples of Duties

Responsibilities of the Assistant Finance Director include:

Supervises employees engaged in various accounting and finance operations, such as handling cash transactions, accounts payable, and accounts receivable. Trains, supervises, and monitors the technical tasks performed by the Finance Division staff related to accounting, audit, treasury management, and financial data processing.Professionally administers financial accounting activities as necessitated by GAAP, State, and Federal requirements; oversees all Village funds; performs reviews on the general ledger by account, fund, and system as a whole; prepares and reviews journal entries; initiates and implements improvements to the accounting system; assist in the review and maintenance of budgetary and project records as needed.Oversees, and may participate in, various Village fiscal operations, including the ongoing maintenance of the Village accounting and computer systems and performing regular edits and updating of accounting records (e.g., month-end closings, implementation of new systems and procedures, etc.).Assists with the preparation of the annual budget and develops worksheets, schedules, and charts for budget preparations and presentation.Manages bank account cash balances and account types; supervises the transfer of cash between bank accounts to cover obligations; supervises the reconciliation of bank accounts.Assists the Director of Finance with policy development and implementation; creates and maintains written procedures concerning divisional financial activities; assists in creating and maintaining written procedures for the department and Village-wide financial policies.Provides general oversight of daily accounting functions and accounts analysis and supervises the preparation of monthly and annual statistical reports on revenue collections, investments, and expenditures.Supervises utility billing process, monthly billing, reconciles customer accounts, reviews deposit reports, and cash management of daily transactions.Researches and assembles special data and information and conducts studies of financial problems, recommending revisions in procedures, forms, account classifications and statements, and assists in assuring services delivered by departmental staff meet quality and timeliness standards.Prepares special financial reports and remittances for special funds and for other governmental agencies, for Special Service Areas, TIF districts, and escrow deposits.

Qualifications

This position requires a bachelor's degree with major coursework in finance, accounting, public administration, or closely related field; master's degree and/or current certification as a CPA strongly preferred. Considerable experience in municipal accounting, including supervisory experience or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.

Qualified candidates must have experience with computerized accounting systems and enterprise resource planning systems, spreadsheets, databases, word processing and be committed to using technology to its fullest. Experience with Tyler New World Systems is a plus.

DESIRED CAPABILITIES

Thorough understanding of finance and accounting principles, practices, and methods as applicable to municipal finance operations, fund accounting systems and internal control requirements, GASB as applicable to municipal finance, financial reporting requirements for regulatory agencies, ordinances, resolutions, and regulations affecting municipal finance operations.Extensive leadership skills to effectively and efficiently organize, direct, and coordinate the activities, personnel, and equipment of the department.An excellent communicator with the ability to communicate complex ideas effectively, both verbally and in writing.Demonstrates strong skills relating to the review, interpretation, and analysis of technical and statistical information.Ability to collect, logically organize, and analyze information, and make appropriate decisions or recommendations within the scope of position responsibilities.Ensures the integrity and accuracy of the Village's financial data.Willing and able to mentor and develop staff; ability to plan, organize, coordinate, prioritize, and evaluate the work of direct staff.

Supplemental Information

COMPENSATION AND BENEFITSThe salary range for this position is $109,456 - $153,239, with an anticipated starting salary of $109,456 - $120,000, depending upon experience and qualifications.
