Summary:
This position is located in the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)), Chief of Staff Office. The incumbent works in the Manpower & Personnel Division.Responsibilities:
This Position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selection under this appointment authority does not confer civil service competitive status. If selected, Federal employees currently serving in the competitive service must acknowledge that they will voluntarily leave the competitive service by accepting an offer of employment for a DCIPS excepted service position. If selected, non-DCIPS candidates must acknowledge that the position they have been selected for is in the excepted service and covered by DCIPS. Incumbent's typical work assignments may include the following:Serves as the lead Personnel Specialist responsible to the Chief of Staff and Deputy Chief of Staff on a wide array of issues and provides direct support for senior executive, staff, and joint duty personnel assigned to OUSD(I&S).Oversees, manages, implements, and advises senior leadership and managers on senior executive and graded performance management, and honorary awards programs.Administers the Defense Civilian Intelligence Personnel System (DCIPS) performance management process.Develops performance management schedules and adjusts plans as needed for efficiency and effectiveness to meet deadlines, peak workloads & changing priorities, and provide customer service satisfaction goals.Develops the organization's strategic compensation plan, which includes salary and awards, for executives and graded personnel and prepares the DCIPS Compensation Workbench (CWB).Leads and manages the Honorary and Impact Awards Program and ensures the accurate and timely processing of awards.Qualifications:
The DCIPS occupational structure provides the foundation for managing the DCIPS pay structure. You may qualify at the GG-14 level if you fulfill the following qualification requirements: One year of specialized experience which includes:Providing comprehensive assistance to top senior officials on the management of various Human Capital programs;Initiating actions that involve the interpretation of policy or the setting of precedents which affect various organizational elements;Assisting in the development of an organization's strategic compensation plan; andAdvising on administrative and technical requirements.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. All qualifications requirements must be met by the closing date of this announcement and clearly documented in your resume.Education:
Education cannot be substituted for experience.Additional Information:
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
