JOB SUMMARY:
This position is responsible for the management of Employee and Labor Relations at MarinHealth Medical Center, including developing, formulating, and implementing employee and labor relations policies and negotiating Collective Bargaining Agreements. Serves as chief negotiator and/or participates in collective bargaining agreements and develops, recommends, and implements strategies for labor contract negotiations. Develops and implements appropriate strategies and corrective actions necessary to address conflicts and grievances and promote positive and harmonious employee relations.
JOB SPECIFICATIONS:
EDUCATION
A bachelor’s degree in human resource management or equivalent field is required. Attainment of PHR or SPHR is required.
A master’s degree in Human Resources or Business Management is highly desirable.
EXPERIENCE
A minimum of seven (7) years of experience in human resource management, which includes significant responsibility in the areas of labor and employee relations, preferably at a supervisory or management level.
Previous experience in labor contract negotiations is required.
Extensive experience training management in human resource employment and labor-related issues in large and small group settings.
PREREQUISITE SKILLS
Demonstrated ability to effectively manage, supervise, and develop functions related to employee/labor relations.
Demonstrated ability to effectively represent the Hospital in employment-related disputes, including grievance meetings and arbitration hearings.
Demonstrated track record in the ability to represent the Hospital in the collective bargaining process.
Demonstrated ability to manage and supervise assigned staff daily, including completing performance evaluations, counseling, and mentoring.
Ability to facilitate processes with individuals and groups.
Capable of developing and monitoring operational, capital, and staffing budgets.
Advanced communication and quantitative skills to prepare reports, analyses, and documents.
In-depth knowledge of employee relations laws and collective bargaining agreement administration and negotiations.
Interpersonal skills necessary to provide effective leadership and present training programs.
Demonstrated ability to work collaboratively with team members, hospital staff, patients, and physicians.
Analytical skills necessary to develop sound policies, procedures, and practices.
Thorough knowledge of State and Federal regulations regarding wages and hours, collective bargaining, employment, and working conditions.
Knowledge of and ability to operate PC-based spreadsheet and word processing programs.
LICENSE/REGISTRATION/CERTIFICATION:
A valid California motor vehicle operator’s license is required.
DUTIES AND RESPONSIBILITIES:
ESSENTIAL (not modifiable)
Responsible for the day-to-day administration and management of Labor Relations and human resources policies and collective bargaining agreements.
Manages employee relations activities, investigates sources of grievances, develops and recommends appropriate resolutions.
Manages assigned staff, developing standards of performance, allocating resources, and completing performance evaluations.
Recommends and implements Hospital-wide policies and procedures necessary to establish and maintain compliance with collective bargaining agreements.
Develops and implements appropriate documentation and reporting mechanisms necessary to measure institutional performance.
Investigates charges of unfair labor practices and employment discrimination claims against the Hospital.
Participates in preparation for collective bargaining agreement negotiations.
Serves as the department representative on Hospital committees as requested.
Assists the director in administering collective bargaining agreements.
Annually evaluates New Hire Orientation content for assigned areas.
Provides input on the Hospital’s strategic initiatives.
SECONDARY (modifiable)
Other duties as assigned.
