Duties

You will serve as a public affairs specialist with managing editor oversight of the Navy Region Hawaii and Joint Base Pearl Harbor-Hickam military newspaper.You will manage production of the Joint Base Pearl Harbor-Hickam newspaper and incorporate information in community outreach initiatives and online platforms, including social media.You will maintain liaison with internal and external media representatives.You will provide leadership oversight for several civilian enterprise contractor employees who provide content, layout and newspaper design.Requirements

Conditions of Employment

Must be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.Males born after 12-31-59 must be registered for Selective Service.You will be required to obtain and maintain a current valid United States driver’s license.You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Utilizing historical resources and other information to compile, verify and develop articles and other print materials.Conducting interviews and research to verify facts and ensure accuracy and completeness of articles to be published.Using social media, websites and other related platforms to communicate to a diverse audience.Coordinating with leadership in recommending resources used for production of weekly newspaper.Organizing, assigning and coordinating staff writers in order to meet necessary deadlines.NOTE:

Education

In lieu of specialized experience, you may also qualify with the following education:For GS-11:Successful completion of a Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.ORSuccessful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled.ORSuccessful completion of an LL.M. degree that is related to the position being filled.ORHave a combination of experience and graduate education as described above that equates to one year of experience.How You Will Be Evaluated
