GENERAL DESCRIPTION:The Manager of External Government Affairs works collaboratively with the Government Affairs team to ensure local, state, and federal advocacy and engagement activities are being appropriately managed, delegated, followed up on, and completed.Additionally, this includes working closely with the Health Policy team to determine system positions and coordinate internal feedback. The Manager will support the Government Affairs team in engagement at the local, state, and federal level, engaging with all aspects of GASC/PAC volunteer work, and all other items as assigned by the Chief Government Relations Officer.Job Responsibilities:Local, State, and Federal Government Affairs ActivitiesLocal
Work with internal team members to identify and track opportunities to engage at the local level and facilitate appropriate meetings with local elected officials and leadership.Support community engagement efforts throughout our geographic footprint. Engage with local municipalities, chambers of commerce, local associations, and community groups. Additionally, this job would require tours of hospitals on an ongoing basis for elected officials at all levels of government.
State
Support state advocacy including identifying legislation to submit for internal feedback, deciphering internal feedback and assessing system position on legislation, assisting in the collection of subject matter experts, working with the team on development of system priorities each legislative cycle, participating in association work, and collaboratively drafting and signing off on proposed proactive legislative solutions, talking points, and position letters.Develop and direct proactive policy for the system by working on innovative solutions to problems facing HFH's costs, operations, providers and patients. Identify and lead advocacy work with elected officials and department heads to accomplish policy change through legislation, the state budget, or department rule changes.Assist in getting system leaders chosen for any opportunities to represent the system within government boards or professional associations.
Federal
Support the Chief Government Relations Officer on all federal advocacy work, including identifying appropriate legislative opportunities for engagement, tracking legislation, tracking sign on opportunities and "dear colleague" letters, and working with federal contract lobbyists to ensure accountability. This also includes collaborating with the Health Policy team on solicitation of internal feedback and internal engagement, assisting with in-district and DC meeting management, participating in association update calls and association advocacy efforts.
Internal ResponsibilitiesCollaborative work with the Government Affairs and Policy teams on all levels of advocacy efforts to ensure alignment to strategic goals of the system, both short-term and long-term. Make recommendations regarding appropriate actions and planning, and coordination with internal members to ensure pre-position advocacy work has been properly conducted.Support administrative duties of the Government Affairs department.Financial Giving CoordinationSupport the Government Affairs team regarding the volunteer aspects of the Government Affairs Services Corporation (GASC), and direct the political giving aspects of GASC to elected officials.External Representation and EngagementAttend committee meetings, session, council meetings, and create opportunities to interact with state and local elected officials, administrative leaders, and staff. Primarily responsible for relationship building and maintaining at the state and local levels.Organize and lead the HFH representation at annual conferences, including scheduling meetings with elected officials at all levels of government and ensuring meaningful time for system leaders.Work with Community Engagement to identify appropriate system sponsorships, identify appropriate invitees, and facilitate invitations to events to elected officials.Attend and participate in local, regional, and state events, including system sponsored events, business and chamber roundtable events, and political events.REQUIRED EDUCATION/EXPERIENCE:Bachelor's degree in Business Administration, Health Administration, Public Policy, Political Science or related field. Master's or law degree preferred.The ability to travel to the Detroit primary office, the Lansing satellite office, hospital locations, and statewide for legislative/policy events.Must have highly effective communications skills with the ability to relate effectively with internal and external constituents.Strong written and verbal skills.Demonstrated experience in developing and implementing strategic efforts to influence a variety of legislative & regulatory issues. Proven experience in managing relationships with lobbyists and consultants.Ability to serve as a subject matter expert to legislators and regulators.Prior experience with media relations and/or development of public awareness campaigns preferred.Prior experience with state and federal campaign finance rules and regulations preferred.Prior experience with state and federal political action committees rules and regulations.
