SOCIAL SERVICES DIVISION The Health and Human Services Agencys Social Services Division strives to improve the quality of life for the residents of El Dorado County. THE OPPORTUNITY The System Support Analyst serves as the main resource person for users of a statewide automated system and related systems which support public assistance and/or child welfare services; answers user questions; analyzes, investigates, and resolves computer-related problems; improves and modifies systems; provides training and instruction; coordinates with the state central help desk. The selected candidate will have the opportunity to: Diagnose problems to determine if the cause is due to system, software, hardware, or other sources, and correct problem and operational procedures or refers more difficult problems to appropriate personnel or vendors. Research regulations, procedures, and/or technical reference material as necessary. Review upcoming changes to programs, regulations, or system (All County Letters, Management Change Requests), identify impact on and necessary changes to the statewide automated system and provide recommendations. Troubleshoot case problems and review change requests from staff, apply rules and regulations, determine if a change to the statewide automated system is required and provide recommendations; develop workarounds when necessary. Meet with management, supervisory staff, and other staff regarding systems usage, improvements, modifications, maintenance, and training needs for workers. Work with computer support personnel in identifying problems with the system, programs, PC's, or printers. Ideal Candidate Statement The ideal candidate for this position is a skilled problem-solver with extensive experience in supporting and troubleshooting statewide automated systems for public assistance or child welfare services. They are highly knowledgeable in system diagnostics, regulatory requirements, and program procedures, enabling them to effectively resolve user issues, implement system improvements, and maintain compliance with evolving regulations. This candidate demonstrates a proactive approach to analyzing technical issues, providing functional direction to staff, and coordinating solutions with IT personnel, central help desks, and external vendors as needed. In addition, the candidate excels in user training and communication, creating accessible instructional materials and delivering training sessions tailored to diverse audiences with varying levels of technical expertise. With strong organizational skills and a commitment to timely issue resolution, they maintain accurate records, develop ad-hoc reports, and manage multiple priorities with attention to detail and confidentiality. Their ability to foster positive working relationships and communicate effectively with team members, state agencies, and other stakeholders positions them to be a valuable resource and representative of the department. Education and Experience: Two (2) years of full-time experience that has included the use of a statewide automated system and related systems, which support either public assistance or child welfare programs (depending on option recruited for).
