Job Summary
The Physical Security Project Manager supports the Electric Transmission business unit by managing and overseeing various highly complex security projects.
The successful candidate can live within 50 miles of Dominion Energy's Charlottesville, Lincoln Park, Richmond, or Williamsburg, VA locations.
Other specific responsibilities include:
Responsible for project management of Dominion Energy physical security electric transmission projects.
Responsible for Security's role in all stages of planning, development, construction, and operations of these facilities.
Ensures project results meet requirements for quality, timeline, budget and provides timely and accurate information and status updates to management and internal and external customers.
Monitors performance and recommends schedule changes, cost adjustments or resource additions.
Secures required resources and uses formal processes and tools to manage resources, budgets, risks and changes.
Manages the completion of line-of-sight assessments of electric transmission facilities.
Responsible for representing Corporate Intelligence and Security for electric transmission projects interfacing with other project stakeholders: business unit leadership, project management groups, engineering, construction, operations, IT, cyber security, contractors, etc.
Conducts regular security assessments, including vulnerability assessments, for company facilities and processes.
Coordinates compliance initiatives to facilitate effective infrastructure protection strategies throughout electric transmission facilities.
Plays key role in development of physical security standards and specifications for electric transmission facilities
Develops and manages security plans, policies, and procedures that comply with regulatory requirements for electric transmission facilities.
Ensures technical security equipment integration for company facilities complies with security standards and regulatory requirements.
Reviews detailed security system design specifications and ensures they meet security standards and regulatory requirements.
Assists in the development of security standards for electric transmission facilities.
Research and reviews technical security measures (i.e. technologies, fence systems) that may utilized within the electric transmission facilities.
Develops security drills and exercises to test security plans, policies, and procedures.
Develops security countermeasures strategies to respond to credible threat information.
Evaluates security intelligence from public and private sources and recommends appropriate strategic company posture and response.
Prepares cost estimates by working with facility customers, management, and contractors.
Works with procurement, leveraging purchasing power and competition to minimize costs.
Resolves contractor performance problems or issues.
Participate in the development of project workflows to support electric transmission projects.
Recommends physical security countermeasures and mitigation strategies to reduce or eliminate threats to critical infrastructure.
Performs frequent security inspections of facilities to ensure physical security measures are functioning properly.
Responsible for representing electric transmission in SERC CIP-014 audits, audit preparation, and development of mitigation activities.
Other compliance and project related assignments as needed.
Required Knowledge, Skills, Abilities & Experience
7+ years directly related experience.
Note: A Master's degree will count as one year of experience. A partial year of six months or more will be rounded up to one year of experience.
Specific knowledge, skills, abilities, and experience include:
7+ years of directly related project management experience related to security design measures.
Strong planning, project, and organization skills.
Strong knowledge of and experience with contemporary security risk assessment methodologies and standards to mitigate risk.
Demonstrated experience with contemporary security technology used for access control, intrusion detection, visitor identification and event monitoring.
Ability to interpret codes, regulations, construction concepts, and practices.
Analytical and abstract thinking skills.
Demonstration of critical thinking abilities in a security environment.
Ability to effectively lead and motivate staff in a team environment as well as to persuade others.
Strong oral and written communication skills (includes technical writing).
Understanding of the North American Electric Reliability Corporation (NERC) Standards as they relate to the physical security protections of the bulk electric system.
Resource management; Computer skills and application of software programs.

Demonstrated experience in security project management, relevant security technologies, and leadership in the assigned project areas.
Knowledge of security regulatory compliance requirements for assigned projects.

Effective negotiating within a project team to address identified problems.

Ability to develop, manage, and monitor project performance, to ensure results meet project requirements, budgets, and schedules.
Ability to resolve technical problems and implement changes.
Ability to work and develop rapport with all levels of management and staff.
Knowledge and ability to properly design, recommend and apply developed security standards.
Ability to provide executive level summaries on security related projects that impact budget, risk exposure, or other security related topics within the electric transmission footprint.
Project Management and/or ASIS certification(s) are desirable.
Engineering experience preferred.
Education Requirements
Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor
Preferred Discipline(s): Criminology, Criminal Justice, Business Administration, Computer Science, Engineering
