Credence is seeking a
Senior Youth HIV Technical Advisor . This role primarily supports the Office of HIV/AIDS (OHA) Priority Populations, Integration and Rights (PPIR) as a Credence Institutional Support Contractor (ISC). The selected candidate will be responsible for:
Serving as an expert advisor and technical authority on complex and precedent-setting policy and program issues.
Developing policies, strategies, and plans for youth and HIV/AIDS programs/projects for agency-wide application.
Providing implementation support to USAID missions in PEPFAR countries on planning, development, implementation, and monitoring and evaluation of HIV programming.
Working effectively across the Office of HIV/AIDS executing OHA and PEPFAR's strategy for youth.
Collaborating with other US government agencies, donors, and multilateral agencies on youth activities as appropriate.
Salary RangeFull salary range for this position is $137,280 to $204,000 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.
Responsibilities
Serve as an expert advisor and technical authority on complex and precedent-setting policy and program issues.
Provide implementation support to USAID missions in PEPFAR countries on HIV programming.
Provide technical implementation support for HIV prevention, testing, linkage, retention, and adherence services for youth.
Support program design and implementation, including innovative opportunities.
Facilitate programmatic linkages between technical domains working with youth.
Review and analyze key PEPFAR indicators and other data.
Serve as a Senior Technical Advisor for USAID.
Provide technical support on youth programming for the development and finalization of USAID mission HIV strategies.
Support and advocate for the meaningful engagement of youth in program assessment, design, implementation, monitoring, and evaluation.
Serve as a technical liaison between USAID, US government agencies, and other global partners.
Education, Requirements and Qualifications
Master's and 10 years, Bachelor's and 12 years, Associate's and 14 years, or High School and 16 years of professional experience.
US citizenship or U.S. permanent residency with the ability to obtain and maintain Facility Access Clearance is required.
Minimum seven years' relevant experience in designing, managing, implementing, and/or evaluating programs targeting youth populations.
Excellent understanding of youth issues in the context of HIV/AIDS.
Familiarity with multi-sectoral approaches to youth development.
Strong data analysis and use skills.
Strong professional networks in youth programs and research.
Strong leadership skills and the ability to play an advisory role with credibility.
Excellent oral and written communication skills; presentation experience to high-level audiences is highly desirable.
Ability and willingness to travel domestically and internationally up to 3-4 times a year.
