ROLE

We need a Director of Pricing and Contracting and for West 4th Strategy. West 4th Strategy has 160 W-2 employees and is a small business focused on support to the Federal Government. Your role as a Director of Pricing and Contracting for West 4th Strategy will be all leading pricing activities for existing and new contracts, evaluating contract compliance with requirements and regulations, maintaining communication to ensure timely execution, and analyzing contract documents. The Director will oversee the entire range of contract administration duties, ensuring compliance with Federal Regulations, Uniform Commercial Code, company policies, relevant laws, and standard business practices. You will provide crucial guidance and support for key operations such as business development, proposal preparation, negotiation of terms, and contract maintenance, while strictly upholding legal and regulatory requirements, organizational protocols, and industry benchmarks pertaining to both government and commercial contracting fields. RESPONSIBILITIES

Pricing

Primary lead for pricing of all scope changes, recompetes, and new business proposals to include all cost types (i.e., firmed-fixed price, time & materials, cost plus).Preparing pricing model for management review / discussion and coordinating pricing strategy with division / business leads.Assisting business leads with revenue growth and profit improvement opportunities via self-performance conversion, personnel, and price adjustment initiatives.Forecasting indirect rate changes and impact on operating profit.Collaborating with finance, accounting, and business users to understand the scope of work, priorities, and requirements for development.Calculating and submitting fees associated with use of Government Wide Acquisition Contract and Indefinite Delivery Indefinite Quantity vehicles (e.g., GSA Multiple Award Schedule, GSA OASIS+).Providing contractual domain expertise in implementation, execution and administration for both competitive type contracts as well as sole source, directed awards on the Prime contract side, as well as Subcontract / Procurement support.Developing the cost narrative and assembles all support documents for proposal submission.Participating in proposal management reviews.Working with the capture team in developing pricing strategy.

Contracting

Overseeing and managing the full contract lifecycle for federal contracts, including proposal preparation, contract negotiation, execution, modification, and closeout. Ensure all contracts comply with federal regulations, company policies, and contractual requirements.Ensuring adherence to Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other applicable regulations. Identify and mitigate risks associated with contractual obligations, performance, and compliance.Leading negotiation and administration of the organization’s contracts—ensuring alignment of contract negotiation strategies with the overall business strategy and objectives.Collaborating with business development, finance, legal, and operations teams to support contract strategy development, proposal preparation, and submission. Provide strategic input on contractual approaches, terms, and conditions to maximize profitability and competitive advantage.Develop and implement policies, procedures, and best practices for contracts management. Streamline contract processes to improve efficiency, reduce risk, and enhance overall performance.Oversee the review, approval, and execution of all contracts, modifications, and agreements to ensure compliance and alignment with company objectives and policies.Preparing and executing all Non-Disclosure Agreements, Teaming Agreements, and sub-contracts with teaming partners.Evaluating potential or actual Organizational Conflict of Interest issues and drafting Mitigation Plans as necessary.Coordinating contract closeout requirements.Supporting internal / external audit activities as well as data requests from internal / external customers (e.g., annual GSA Assessment).

REQUIRED SKILLS / EXPERIENCE

In-depth knowledge of Cost Accounting StandardsAdvanced level of proficiency in performing full-scope contract pricing, financial impact analysis, analytics, and scenario analysis7+ years of analytical experience in Federal contract financial pricing, network, or related disciplineStrong Excel skills. 3+ years of experience in creating and using financial modeling tools, spreadsheets & pro forma.Comprehensive understanding of federal contracting principles, FAR/DFARS, and other relevant regulations.Experience managing different contract types (e.g., Fixed-Price, Cost-Reimbursement, Time & Materials).Ability to analyze and interpret contractual documents and provide guidance on contractual matters.Strong negotiation skills and ability to address complex contract issues.Effective problem solving and communication skills.Knowledge of accounting and finance principles.Ability to work independently and as a team player in a fast-paced, dynamic environment.Strong attention to detail with proven ability to perform with a high degree of accuracyExperience working for a Small Business is a plus

REQUIRED EDUCATION / CERTIFICATIONS

Bachelor’s degree in Business Administration, Accounting, Contract Management, Law, Finance, or a related field.Advanced degree (Master’s or JD) or professional certifications (CPCM, CFCM) are preferred.
