Position Summary Under the direction of administration leadership, the Director of Human Resources is responsible for the development and execution of a comprehensive HR strategy and the management of NYSTRS Human Resources Department. This position will be responsible for creating inclusive organizational human resources practices, building a dynamic, diverse and innovative team and supporting the mission of the System. This position leads a team of 15. Minimum Qualifications Master’s degree and eight years’ experience working in a role where the main duties included recruitment, civil service administration, talent acquisition, benefits administration, payroll administration, employee relations and other functions typical of a human resources office and five years of direct human resources-related supervisory experience of at least one subordinate OR Bachelor’s degree and ten years’ experience working in a role where the main duties included recruitment, civil service administration, talent acquisition, benefits administration, payroll administration, employee relations and other functions typical of a human resources office and five years of direct human resources-related supervisory experience of at least one subordinate OR Associates degree and twelve years’ experience working in a role where the main duties included recruitment, civil service administration, talent acquisition, benefits administration, payroll administration, employee relations and other functions typical of a human resources office and five years of direct human resources-related supervisory experience of at least one subordinate. Preferred Qualifications Experience working in a leadership capacity for a public sector or medium-sized (200+ employees) organization Ability to build trusting relationships and influence at all levels of the organization and work effectively with others A steward of ethical behavior who actively supports a diverse, inclusive, and equitable workplace culture Ability to organize and prioritize work in a dynamic and complex environment to meet deadlines and daily requirements Impeccable written, verbal, and presentation skills, with a sharp attention to detail Ability to maintain strict confidentiality Ability to analyze complex, sometimes ambiguous information and acquire data from multiple sources when solving problems Good organizational skills, including the ability to prioritize tasks and delegate when appropriate Ability to work in a fast-paced environment under tight deadlines, navigating systems and transforming department of scale and complexity Computer skills, including Excel, PowerPoint, and Word, and the ability to quickly learn new software Thorough knowledge of applicable Laws, Rules, Regulations, trends and best practices in all areas of human resources including Civil Service Law, FMLA, COBRA, FLSA, and ADA. HR professional certification(s) Work Modality This position is subject to a hybrid work schedule. Job Duties Manages, directs, monitors, and supports department staff members, including advising staff members on complex issues, providing guidance and leadership, provides or coordinates staff training, and preparing performance evaluations Negotiate and administer the union contract and maintain constructive working relationship with union Oversee development and administration of employee benefit programs, including health and dental insurance, EAP, flexible spending Oversee the development and maintenance of organizational staffing structures to meet the operational goals and objectives of the System and oversee processes to recruit and select staff. Includes overseeing the Civil Service system to best meet organizational needs. Evaluate procedural and technology solutions to continually improve the Human Resource function Ensure System compliance with various Federal and State employment laws, including FMLA, COBRA, ADA, ACA, NYS Human Rights, Taylor Law, Title VII, Civil Service, FLSA, etc. Act as a strategic partner with department managers on various workplace issues, including employee counseling/discipline Recommend, develop, implement and administer workplace policies.
