Metro Transit’s Employee Services is seeking a skilled

Human Resources Records Management Analyst (Project /Program Manager II)

to provide records management, analysis, and guidance to department members at all levels and ensure compliance with public records regulations.

In connection with this role, you will contribute to the management of complex projects, participate in the development of training programs, and handle incoming records requests from both internal and external customers. Additionally, you will provide support to agency staff by promoting records management best practices and utilizing various electronic records management programs.

Work is performed under limited supervision, requiring independent judgment to evaluate agency records management practices and systems to select the most effective methods, procedures, and courses of action from several possible alternatives to achieve best practices, compliance, and risk mitigation, limiting the agency's liability.

Work is focused on operational and human resource records system management, therefore requiring general knowledge and skills pertaining to human resource best practices, contract interpretation, and clear, detailed responses to customer requests.

Human Resources Records Management Analyst,

you will:

Deliver efficient HR and records management services, emphasizing compliance at all levels, and contribute to a collaborative team advising leaders on effective decision-making.

Research and manage assigned requests, from simple to highly complicated and detailed requests requiring extensive research under the guidance of the HR Project Lead.

Be skilled in problem-solving, organized in work planning, including making timely and quality decisions, and working effectively with diverse and multi-disciplinary staff and customers.

Coordinate and prepare collection of employee records requests, ensuring compliance with RCW rules and guidelines, while interpreting records management policy and facilitating adherence to best practices across the Employee Services/Metro Department Operations.

Review, organize, categorize, and digitize employee records in accordance with KCC policies, including auditing human resource and operational documents, including but not limited to confidential documents, documents subject to public disclosure, and personnel records within King County records systems.

Audit the work of others, including audit of source records prior to destruction according to Disposition After Digitization (DAD) agreements; work in conjunction with Records and Licensing Services (RALS) staff for proper interpretation and implementation of WA State and KC records management.

Conduct thorough employee file reviews for various purposes such as investigations, labor negotiations, and hearings, maintaining strict confidentiality throughout the process for recruiting, personnel, and medical files.

Support HR Project Lead in administration of employee records such as upkeep of filing employee records, support in training, updating Metro Team on current policies/procedures.

We are looking for candidates who have:

Minimum of one (1) year of experience handling high-volume records management, including handling diverse public disclosure requests, with a demonstrated increase in responsibility for confidential and sensitive records OR any combination of experience/education/training that provides the required knowledge, skills, and abilities to perform the work.

Familiarity and experience with Washington State and King County retention schedules; knowledge of government records and systems.

Familiarity and experience with audit and disposition of records; knowledge of records management, indexing, and archival theories and practices.

Skills in analysis and problem solving, program evaluation.

Ability to rapidly switch tasks, coordinate complex multi-step projects, independently prioritize, and re-prioritize tasks depending on workflow, and work with frequent interruptions.

Ability to recognize precedent-setting situations, resolve conflict, make difficult decisions, and appropriately escalate issues when necessary.

Strong customer service skills and a commitment to quality, including establishing, building, and maintaining internal and external customer satisfaction and working cohesively on a small team.

Proficiency in Microsoft Office Suite including SharePoint and OneDrive.

Proficiency in Adobe.

Project management and change management tools and techniques; experience transitioning from paper to electronic records.

Highly competitive candidates will have (desired, but not required):

Certified Public Records Officer/WAPRO membership.

SHRM certification and/or experience assisting employees with personnel policy, contract language, employment, and leave inquiries.

Knowledge of King County Human Resource policies, practices, and procedures.

Knowledge of auditing, risk management, and disaster recovery techniques and principles.

Experience with PeopleSoft or other ERP software.

Experience with Laserfiche or other ECM software.

Other Position Information

Work Schedule:

This position is non-exempt from the provisions of the Fair Labor Standards Act and overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour workweek within core hours of workday, normally 6:00 a.m.-6:00 p.m., Monday through Friday.

The work associated with this position will be performed or conducted through a combination of teleworking, onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
