What You Will Do

The Deputy Project-Program Director (DPPD) for the Associate Laboratory Directorate for the Weapons Engineering Program Office (ALDW-PO) reports to the Project-Program Director (PPD6) for ALDW-PO. The ALDW-PO is responsible for the overall integration of Directed Stockpile Work (DSW) execution across the Design Agency (DA) scope for the NA-12 (Stockpile Management) and NA-19 (Production Modernization) portfolios, while managing programmatic integration points with NA-11 (Research, Development, Test and Evaluation) and NA-90 (Infrastructure). In addition, this office will provide strategic planning and interface with the NNSA's Digital Transformation initiative. The Weapon Engineering Directorate's Strategic Deterrence Systems and Hypersonic and Conventional Systems program offices also report to the ALDW Program Office. Finally, this office also hosts a new High Explosives Strategy and Capability Modernization effort, providing integration and coordination of energetic and explosives efforts across NNSA, DoD and other federal program interests. ALDW's strategic intent is to grow these portfolios, currently totaling ~$500M annually, over the next few years, while successfully sustaining and managing the execution of the existing programmatic scope.

The DPPD's major programmatic responsibility in the ALDW-PO is to provide direct management and oversight to the NA-19 DA portfolio, some of which is executed in partnership and coordination with Production Agency programmatic counterparts. The NA-19 portfolio consists of DA programmatic scope from NA-191 (the Pit Engineering office, PEO), NA-192 (Strategic Materials Production Modernization), and NA-193 (Warhead Assembly and Non-Nuclear Modernization). In addition to leading this portfolio, the DPPD also has the responsibility to provide tactical and strategic support to the PPD in several areas, including but not limited to, (1) providing line management assistance for the ALDW-PO group; (2) managing integration of the NA-12 program; (3) executing planning, programming, metrics and budgeting in the specific areas of responsibility; (4) interfacing with NNSA HQ/NA-LA stakeholders/customers and LANL program/line management organizations; (5) providing integration and oversight across the NA-11, NA-12, and NA-19 technology maturation activities; (6) integrating with weapons physics, production and strategic partnership programs; and (7) providing oversight and direction to the ALDW-PO's Integration Processes and Tools team, as they enable the ALDW organization to meet program, contractual, staffing and facilities requirements.

What You Need

Minimum Job Requirements:

Communication Demonstrated excellent oral and written communication and presentation skills. Demonstrated experience in developing and nurturing effective executive-level external and internal customer relationships. Demonstrated experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.

Leadership Demonstrated experience in providing leadership, strategic and tactical planning, and overall direction for execution of a large, complex, and technically challenging program requiring multidisciplinary integration across multiple organizations. Advanced, expert-level knowledge of and demonstrated experience in partnering, implementing, and providing guidance for governmental regulations related to technical or operational work of assigned portfolios. Advanced, expert-level knowledge of and demonstrated experience in partnering, implementing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.

Management Demonstrated experience in managing technical programs with significant fiscal and programmatic responsibilities. Advanced knowledge of and demonstrated consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Demonstrated experience in line management, supervision, and development of assigned employees.

Education/Experience:

Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Work Environment:

Working alone and leading teams. Working overtime or irregular schedule. Domestic/foreign travel is required.

Desired Qualifications:

Demonstrated successful experience interacting/interfacing with the NNSA program offices and programmatic secretarial offices and the NNSA NSE partnering sites/community. Demonstrated experience interacting/interfacing with DOD program offices. Experience in Nuclear Weapons engineering design, development and/or product realization. Demonstrated experience in managing resources to achieve competitive advantages. Masters or PhD in a STEM education field. Project Management Institution certification. Clearance: Q

Position Commitment:

Clearance: Q

(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

New-Employment Drug Test:

The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Incentive Compensation Program:

Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
