Position Summary
Develops and implements effective recruitment strategies, managing the recruitment team, and ensuring that the organization attracts and hires qualified candidates for the Pueblo of Sandia and its enterprises. Manages the background investigations for all non-gaming personnel for the Pueblo of Sandia. Monitors compliance with the Sandia Tribal Member Hiring Preference Policy. Develop and oversee internship programs for all enterprises. Responsible for developing and coaching direct reports.

Essential Duties and Responsibilities Reviews all Requisitions for Hire for accuracy and completeness. Leads, mentors, and develops a team of talent acquisition specialists, ensuring they meet the recruitment needs of the organization. Monitors and prepares recruitment metrics, data analysis, and provides regular reports on recruitment activities. Manages Pueblo's pre-employment drug testing and results program. Identifies and selects provider of services, determining best value and service. Reconciles and monitors billings and payments. Designs and implements comprehensive recruitment strategies to attract top talent, including sourcing, interviewing, and hiring practices. Coordinates services with outside provider to ensure timely and cost-efficient background checks are conducted on all non-gaming employees. Has primary responsibility for the permitting/background process and for developing a criteria for acceptance or denial of employees based on background check findings. Responsible for the administration and monitoring of the program. Reviews and ensures smooth operation of pre-employment screening program. Oversees the application of hiring standards, monitors effective and compliant use of Sandia's Tribal preference hiring policy. Provides Governor or designee with employment status reports of all Sandia Tribal Members. Works with the HR Director to design and administer a program to define Tribal Member opportunities. Trains to enhance employment opportunities and to develop and manage a mentoring program for Tribal member team members. Develops and implements hiring protocol, hiring standards, and criteria pursuant to PL 101.630. Primary contributor to the development of policies and procedures for the recruitment function. Oversees background renewals for existing team members. Establishes and implements a process for tracking and evaluating the application and hiring process of all qualified applicants and Sandia Tribal members. In conjunction with HR Director and appropriate Division/Department Directors, develops and administers an internship program to identify and utilize business-related students for on-the-job training, leading to regular employment. Assists Training Department in developing (and instructing) a class designed to promote equality of treatment in an ethnically diverse workforce. Instructs new team members and in-service training when needed. Directly supports the strategic planning and budgeting processes for HR. Enhances the organization's employer brand by promoting its culture and values and ensuring a positive candidate experience. Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.

Functions as an advisor to the operations and sets goals that are results oriented, organized, and account for business challenges. Guides the team to achieve a well-defined structure and efficient operation. Delegates responsibilities to the most qualified team members through observing and understanding strengths and weaknesses. Creates an environment of teamwork, through communicating common goals, shows appreciation for team members contributions and on-going support, and leads by example. Collaborates and communicates effectively in a professional and articulate manner. Demonstrates strong knowledge of all reporting departments/operational areas. Strong analytical and critical thinking skills to identify problems, generate solutions, and implement them. Performs special projects and other duties as requested. Key Performance Indicators

Knowledge, Skills, and Abilities

Knowledge of and ability to work with outside recruiting resources. Ability to perform employment data analysis; strong technical skills, and skilled in the use of related software (Excel, Word, Access). Knowledge of human resource information systems desired. Extremely detail oriented, excellent judgment skills and the ability to maintain a high level of confidentiality. Ability to handle multiple projects in a fast-paced environment. Proven experience in the administration of substance abuse testing programs and background check administration. Exceptionally strong skills in accuracy and detail of work produced. Education and Experience
Required:
Bachelor's degree in Human Resources, Business Management or Administration, or a related field of study. Four (4) years of experience directly related to the Essential Duties and Responsibilities of the position. Two (2) years of supervisory experience. Preferred:
Familiarity with HRIS reporting systems. Bilingual in English and Spanish Note: . Any combination of education and experience in Human Resources, Business Administration, Business Management or a closely related field totaling eight (8) years may substitute for the required education and experience, two (2) of the eight must be in a supervisory capacity.
License/Certifications/Registrations
Must possess and maintain a valid, unrestricted New Mexico driver's license. Must be able to successfully pass a stringent background investigation. Will require a pre-employment and random drug screening. Physical Requirements/Working Conditions
