The Dane County Department of Human Services has a current full time (1.0 FTE) vacancy for a Community Services Manager in the Disability Services Division. DEFINITIONUnder the direction of the Disability & Aging Services Division Administrator, this position manages Dane County's service system for children and young adults with intellectual and/or developmental disabilities, including regular contacts with consumers and agencies providing services to those consumers. Works to ensure that a system of community integrated, supportive, culturally appropriate, consumer directed services is available. Responsible for service system development functions including resource planning, analyzing service gaps and shortfalls, developing strategies to address those gaps and shortfalls, monitoring waiting list data, and maintaining effective, up to date program models. Performs contract management functions including planning, budgeting, ensuring compliance with state and federal requirements, promoting effective interagency coordination of services, and evaluating service outcomes and agency performance. Manages and oversees service eligibility, prioritization and authorization functions, complaint and grievance processes, and general information and referral functions. Supervises staff and performs other duties as assigned.

EXAMPLES OF DUTIESMaintains regular contact with purchase of service contractors regarding all elements of service delivery. Manages service demand and service availability. Ensures that current consumers are appropriately served with an individualized support plan which promotes self-determination and offers opportunities for personal growth and independence, have relationships and lead fulfilling lives in the least restrictive setting compatible with their needs. Provides consultation regarding clinical and programmatic challenges. Plans and implements system change initiatives. Assesses the appropriateness of current purchase of service contracts to meet consumer needs and recommends service expansions and/or reductions. Prepares competitive proposals and arranges for unbiased review of proposals. Anticipates and plans for future needs. Maintains knowledge of innovative treatments and service models. Supervises staff. Educates the community about people with intellectual and/or developmental disabilities and the services available in Dane County.

Education, Experience & Special Requirements

Education, Training and Experience:Any combination of education, training and experience equivalent to a Bachelor's degree in social work or related human services field and a minimum five (5) years of professional experience in the disabilities field; or a Master's degree in social work or related human services field and a minimum of two (2) years professional experience in the disabilities field. The work experience should include at least one (1) year of lead or supervisory experience.

Certifications/Licenses:Social Work Licensure or any other type of professional licensure is not required for this position.

Special Requirements

:Must have a valid driver's license, a good driving record and access to reliable personal transportation, or equivalent. Must be available to work occasionally on evenings or weekends.

A thorough and working knowledge of the statutes and regulations governing Disability Services in Wisconsin. Understanding of human development and behavior and the awareness of how developmental disabilities and sensory-motor differences may affect this. Knowledge of current human service philosophies and approaches such as self-determination, person-centered planning, community inclusion, trauma informed care and asset-based community development. Knowledge of the Dane County service provider networks for children, families and people with disabilities. Knowledge of the principles of administrative and budgetary management. Knowledge of effective supervisory techniques and methods. Understanding of the principles of administrative management. Ability to develop effective working relationships with individuals and with governmental, public and private agencies. Ability to be decisive, consistent and diplomatic. Ability to work independently or with others in an effective manner. Ability to manage multiple assignments. Ability to problem solve and consider alternative points of view. Ability to communicate effectively in writing and orally. Ability to analyze problems and create solutions. The ability to plan, set goals, and work toward achieving goals. Bilingual Pay: Employees who work in bilingual designated positions receive an additional $2.00 per hour.

Undesirable Hours Premium Pay: Employees may receive undesirable hours pay of $2.00 for anytime worked between 6:00 p.m. and 6:00 a.m and for anytime on Saturday and/or Sunday. (not applicable with all employee groups).

Paid Parental Leave: Dane County also provides 12 weeks of paid parental leave for birth or adoption of a child.

Caregiver Leave: Dane County offers 80 hours of paid leave to care for an ill family member.

Telecommuting: Telecommuting allows employees to work remotely for all or part of their workweek. Dane County considers telecommuting to be a viable, flexible option when both the employee and the job are suited to such an arrangement. Dane County will permit telecommuting when it benefits the productivity of the employee and their department and if determined by employee's department that telecommuting is not detrimental to either the County or the employee.

Student Loan Forgiveness: If you are employed by a government or not-for-profit organization, you may be able to receive loan forgiveness under the Public Service Loan Forgiveness (PSLF) Program.

WI Retirement System: Employees hired after 7-1-11 must be expected to work a minimum of 1200 hours annually to be enrolled in the Wisconsin Retirement System when hired.
